    General Description:

    The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses.     Overview of Job:

    The Georgia Department of Community Affairs (DCA) is seeking a SENIOR ASSET MANAGER for the Asset Management Department within the Housing Finance & Development Division.

    The Housing Finance and Development Division Director's Office oversees operations and management for the various multi-family affordable housing program initiatives, to include construction, capital markets, underwriting, community housing development, federal compliance, loan asset protection, and regulatory compliance.

    The Senior Asset Manager will report to the Deputy Division Director for Housing Finance and Development.

    CORE RESPONSIBILITIES

  • Manage DCA multifamily loan portfolio oversight consisting of 312 plus loans
  • Ability to conduct financial risk analysis and perform audited financial assessment
  • Manage DCA assets in accordance with Agency investment strategies
  • Propose loan work out solutions, assess financial health and stability of portfolio deals
  • Assess deal performance, coordinate solutions for financially distressed projects
  • Develop, organize and maintain partner portfolios
  • Foster and maintain positive working relationship with affordable housing partners
  • Determine risk prevention and preservation strategies for the affordable housing portfolio
  • Regulatory compliance oversight for multiple fund sources
  • Prepare financial statements, business activity reports, and forecasts
  • Compile and present asset management reports for senior leadership
  • Ability to manage a team of 6, foster growth, development, and team morale
  • Recommend and implements policies and procedures
  • PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Professional or educational experience in multifamily affordable housing, community development or economic development.
  • Strong analytical skills
  • Highly skilled in math and finance
  • Experience partnering with or working for government agencies
  • Experience evaluating and modifying policies
  • Ability to manage a small team (6) and delegate tasks to subordinates
  • Ability to project manage without significant direction
  • Ability to maintain organizational structures and pay attention to detail
  • Ability to perform duties and manage a team in a hybrid remote/in-office environment
  • Advanced knowledge of database, programming, or spreadsheet software, including Microsoft Excel, Word, Outlook, Teams
  • Oral and written communication
  • MINIMUM QUALIFICATIONS

  • Bachelor's degree from an accredited college or university in a related field AND Five years of experience managing professional level staff OR
  • Nine years of experience AND Five years of management experience at the level equivalent to area of assignment OR
  • Five years of experience at the lower-level Sr Mgr, Business Ops (GSM012).
  • Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

    Bachelor's degree in operations management, business administration, or a related field which includes four (4) years in a managerial or supervisory role; or eight (8) years of related professional experience which includes four (4) years in a managerial or supervisory role; or four (4) years of experience required at the lower level Mgr 2, Business Ops (GSM011) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
