    Residency Requirement:

    Employees must be Boston residents on their date of hire and for the duration of their

    employment subject to BWSC policies and collective bargaining agreements.

    Overview:

    Position Purpose:

    Performs technical work related to all construction contracts and plans. Responsible for professional/technical engineering, customer service standards and inspections. Responsible for maintaining and improving upon the efficiency and effectiveness of all areas under his/her direction and control.

    Responsibilities:

    Essential Functions:

    • Creates and processes monthly pay estimates for all active construction, operations and field services contracts.
    • Creates an annual report that calculates and tracks money accrued during the year in order for Finance to complete the annual budget.
    • Redlines contract drawings to ensure that the accurate item is paid and that the BWSC is not paying duplicative items.
    • Inputs daily information from IDR in order to prepare pay estimates.
    • Reviews Daily Inspector Reports to ensure all information is accurate and complete.
    • Reviews and processes contractors police invoices.
    • Performs computations and analysis of change orders and claims from contractors and processes.
    • Assists in reviewing final quantities and As-Built plans.
    • Assists in maintaining and updating construction progress schedules and payment schedules.
    • Creates and maintains various databases, queries and reports that track pay estimate related information.
    • Collaborates with other departments in order to rectify various construction related issues.
    • Assists Engineers in processing various reports.
    • Reviews Inspector Reports and recommends training to appropriate manager.
    • Performs similar or related work as required, directed or as situation dictates.
    Qualifications:

    Recommended Minimum Qualifications:

    Education, Training and Experience:

    High School Diploma; Bachelors Degree preferred; five (5) years experience working with construction contracts, contract procedures and language; and experience in geometry and

    creating databases; or any equivalent combination of education and experience. Must possess a valid Massachusetts Drivers License.

    Knowledge, Ability and Skill:

    Knowledge: Extensive knowledge of the CCP system; extensive knowledge of BWSC stand plans and specifications, construction procedures and operations; general knowledge of construction inspection; and working knowledge of arithmetic and plane geometry.

    Ability: Ability to manage data and extract information; ability to use various PC software including AutoCAD, soft desk and Microsoft Project; and ability to establish and maintain effective relations with other departments.

    Skill: Strong interpersonal skills, excellent written and verbal communication skills, proficient computer skills including MS Office applications and specialized software. Skill in operating the above listed tools and equipment.

    Supervision Scope: Performs various duties of a routine to complex nature following acceptable standards of quality and performance, requires independent judgment in determining methods of completion and carrying out assignments.

    Supervision Received: Works under the general supervision of the Director of Construction.

    Supervision Given: None.

    Job Environment:

    • Work is performed under typical office conditions; the noise level is moderately quiet;
    • Operates computer, telephone, facsimile machine, copier, calculator and other standard office equipment.
    • Makes frequent contact with contractors and the Boston Police Department.
    • Has access to department-related confidential and/or sensitive information.
    • Errors could result in delay or loss of services, and significant monetary loss and/or legal repercussions.
