    Position Summary

    The HR Officer of the Payroll Department will update, edit, and maintain the payroll information required to properly pay the employees at Northern Illinois University.

    This position is primarily responsible for the data of the hourly paid employees but is crossed trained and also assists with the salaried paid employee data updating.

    This position also assists with the production of reports and statements associated with payroll.
    Essential Duties and Responsibilities
    35% Quality Control

    • Reviews and edits hourly timesheets and summaries for inaccuracies and FLSA compliance prior to payroll calculations.
    • Coordinates submission of missing departmental summaries before calculation processes
    • Reviews audit reports of time entry load process to determine inaccuracies of overtime application, improper differentials, etc. before hourly payroll calculation
    • Verifies the payroll system totals balance with the departmental control sheet totals
    • Trains less experienced personnel
    • Reviews family medical leaves and worker's compensation
    • Prepares leave usage for processing of Benefits
    • Works closely with Benefits office for reporting of deduct time for CMS reporting.
    • Checks Data Entry of W-4s and Direct Deposit
    30% Data Input

    • Enters a variety of different voluntary deductions codes and amounts such as charities into computer
    • Enters requires involuntary and union dues deduction codes and amounts into computer
    • Enters additional pay information including inclusive dates, amounts and account information
    • Data enters pay lines with state offset deduction amounts for both hourly and salaried payrolls
    • Serves as a backup for all data entry when necessary
    • Prints duplicate W-2s as needed for employees
    • Data enters for salary payroll
    25% Report Preparations

    • Prepares journal entries and vendor check requests for all voluntary and in voluntary deductions and union dues
    • Prepares transfer information for those deduction amounts that can be electronically transferred by Treasury Operations
    • Prepares Hourly payouts for terminated employees
    • Works closely with Benefit offices regarding Medical Leaves
    • Processes Unemployment Benefit Audits and review billing charges
    • Prepares and submits SURS reports to State University Retirement System
    • Answers questions on employee status within the SURS organization
    5% Customer Service

    • Responds to telephone, email, walk-in, and mail inquires and requests for information and documents
    5% Miscellaneous Duties

    • Files prepared to be scanned
    • Backs up for responding to Unemployment Claims
    • Additional related duties as assigned by supervisor
    Minimum Required Qualifications (Civil Service)

    • High school diploma or equivalent.
    • Any one or any combination totaling three (3) years (36 months) from the following categories:
    • Course work in human resource administration, business administration or a closely related field, as measured by the following conversion table or its proportional equivalent:
    • 30 semester hours equals one (1) year (12 months)
    • Associate's Degree (60 semester hours) equals eighteen months (18 months)
    • 90 semester hours equals two (2) years (24 months)
    • Bachelor's Degree (120 semester hours) equals three (3) years (36 months)
    • Progressively more responsible work experience maintaining, monitoring, and/or processing human resource records and reports.
    Knowledge, Skills, and Abilities (KSAs) (Civil Service)

    • Knowledge of standard principles and procedures used in human resource and ability to apply those used in complex technical operations in human resource.
    • Knowledge of federal and state laws, rules, and/or regulations related to public human resource administration; ability to learn those of the employing institution.
    • Knowledge of basic arithmetic, algebra, statistics, and their applications.
    • Skill in organizing, analyzing, and interpreting data.
    • Skill in working with managers, staff, and the public.
    • Skill in writing and editing reports and other materials.
    • Skill in verbal and written communication.
    • Ability to work with frequent distractions.
    • Ability to work with electronic data processing hardware and software.
    • Ability to direct the work of others.
    • Ability to understand and interpret written procedures and guidelines.
    • Ability to understand computerized information systems and related reports.
    • Ability to assist in the formulation/revision of human resource policies and procedures.

    • This position requires a good knowledge of Employment Services and Benefit policies and regulations as they relate to the Human Resource Information system.
    • This position must be able to work accurately with detail and understand the application of FLSA standards.
    • A general knowledge of the State and Federal Tax regulations for proper withholding as well as the Automated Clearing House requirements for Direct Deposit of pay is also required.
    • This position must be familiar with deduction, reduction, and contribution procedures and safe accurate storage methods of record retention.
