    Duties

    The primary duties of this position are to provide direct support and assistance to the Chief Financial Officer (CFO) and Deputy Director, Finance in completing mission requirements for the Financial Management Division (FMD) through the performance of a range of recurring duties and through a focused direct support effort on special projects, emerging requirements, and Division initiatives, as required.

    Recurring duties and responsibilities include, but are not limited to, the following:primary responsibility with the monthly preparation and distribution of program level internal financial reporting via Oracle Fusion Financial Management System, and internally developed reporting tools.Responds directly or assists in FMD responses to MCCS program activities, Program Branches and/or Division leadership questions on reported financials through review and analysis of accounting statements, subledgers, and transactional records utilizing accounting, financial and data analysis subject matter experience and expertise.

    The incumbent provides direct support in the development and maintenance of software tools and processes used in the budget submissions from all program activities, as well as, with the compilation and upload of budgets into the FMS.Review and approve (or disapprove) submitted Temporary Additional Duty (TAD) requests and Travel vouchers for compliance with applicable Defense Travel Management Office (DTMO) per diem rates, Joint Travel and GSA regulations, MCO, and MCCS SOP directives, including providing employee training, guidance, and assistance on submitting travel and tuition assistance claims.

    Primary POC on range of administrative and program taskers to keep FMD on mission:DoN Tracker or Equivalent System, , training opportunities, Creating Oracle Fusion accounts, distribution of INFOGRAM and CG Memos, , and Special projects.

    Supports the Finance Team by providing analysis and advice regarding process changes in accounting programs, and financial systems for implementation and any upgrade of the Financial Management System. Advises on how system issues impact accounting processes and procedures. Independently analyzes and evaluates continual changes in program plans, systems, and their effect on accounting process changes. Identifies problems and provides options to resolve issues. Interprets, modifies, and adapts accounting, and analytical techniques to solve complex accounting problems, and ongoing operational processing issues with financial impact. Monitors programs on a regular basis and initiates corrective action to ensure support of operating programs of MCCS.

    Review financial data and reconciliation posting in FMS in accordance with established account schema.Communicate or initiate correction as needed.Collaborate with HQ to maintain correct account code mapping of various POS systems. Assist with month-end closing process to ensure completeness and timeliness.

    Continuing development and enhancement of internal financial reporting through increased use of the Financial Management System (FMS) capabilities (Oracle Fusion) and/or other available add-on report building and distribution options.Familiarity and advanced subject matter expertise with software platforms and resources, e.g., Oracle, SmartView, Advanced MS Excel, combined with accounting process experience is highly beneficial.Provide fiscal advice, guidance, recommendations, and assistance on all aspects of budget submission and review for assigned support division activities, through subject matter experience and expertise with accounting processes, SOP and routines that impact the assigned support divisions and through greater situational awareness of the activities and challenges and reporting opportunities unique to the assigned division.Assistance and support in the development of a forecasting tools to bridge financial historical actuals and trends to future annual budgets and strategic long-term plans and targets in an expected resource limited and economic challenged environment.

    Qualifications

    Bachelor's degree from an accredited college or university in Accounting, Finance or a related field appropriate to the work of position AND four years of experience that demonstrates comprehensive knowledge of accepted accounting/financial management principles, concepts, theories and techniques, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above. Knowledge of the Marine Corps and government funding processes preferred.

    Preferred candidate experience would include ability to research, resolve and document complex financial problems. Ability to implement automated data processing financial procedures, and controls to resolve systematic or operational problems. Working knowledge of software applications such as: Excel, Microsoft Word, and PowerPoint. Experience with Oracle Financials and Hyperion Budget & Planning. Skill to communicate and deal effectively with various levels of personnel both orally and in writing.
