    **Job Summary**
    We are seeking an experienced Attorney-Advisor to provide legal advice and support on federal acquisition and procurement issues.
    The ideal candidate will have a strong background in federal procurement law and experience advising senior officials on high-dollar procurements involving cyber-security and information technology (IT).
    The selected individual will serve as lead attorney in agency-level protests, Government Accountability Office (GAO) bid protests, and contract appeals filed before the Civilian Board of Contract Appeals (CBCA) and assist the Department of Justice (DOJ) on claims or protests at the U.S. Court of Federal Claims (COFC) or the Court of Appeals for the Federal Circuit (CAFC).
    Key Responsibilities:
    • Providing legal advice and support on federal acquisition and procurement issues to contracting personnel and senior officials.
    • Advising on acquisition planning, exceptions to competition, solicitation language, evaluation of offerors, preparing contract award decisions, debriefings, award documents, and contract administration matters.
    • Assisting clients during internal and external reviews and audits and assisting in the determination of releasable information.
    • Coordinating with program offices and other disciplines on acquisitions, litigation, and other legal matters.
    • Serving as lead attorney in agency-level protests, GAO bid protests, and contract appeals.
    Requirements:
    • Citizenship: Must be a U.S. citizen.
    • Selective Service: Males born after 12/31/1959 must be registered for Selective Service.
    • Background Investigation: Must successfully pass a background investigation.
    • Pre-employment Drug Test: Must submit to a pre-employment drug test.
    • Bar Membership: Must be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia.
    • Law School Accreditation: Must be a graduate of a law school accredited by the American Bar Association.
    Qualifications:
    • GS-13: First professional law degree (LL.B. or JD) or second professional law degree (LL.M); two years of specialized professional legal experience in excess of two years that is commensurate with the duties and responsibilities of the position.
    • GS-14/15: First professional law degree (LL.B. or JD) or second professional law degree (LL.M); three years of specialized professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position.
    Specialized Experience:
    • One year of specialized experience equivalent to the GS-12 grade level in the Federal government for the GS-13 grade level.
    • One year of specialized experience equivalent to the GS-13 grade level in the Federal government for the GS-14 grade level.
    • One year of specialized experience equivalent to the GS-14 grade level in the Federal government for the GS-15 grade level.
    Substitution of Education:
    • No substitution of education in lieu of specialized experience may be used for this grade level.
