    Job Description:

    Oregon's Legislative Policy and Research Office (LPRO) is looking for a law and policy professional to add to their team of Legislative Analysts who staff the Judiciary Committees. This limited duration position starts fall 2024 and extends through June 30, 2025. The position requires knowledge, interest, and understanding of civil or criminal law and procedure. Examples of topics this analyst will focus on include: family law; protective proceedings such as guardianships and conservatorships; civil procedure and civil actions, including tort claims; crimes; juvenile justice; animal law; and sports law. The ideal candidate will hold a Juris Doctorate (JD) and be licensed as an attorney to practice in any state.

    Members of the Oregon State Legislature rely on the subject matter expertise of LPRO to provide non-partisan, objective research, data, and committee management to help craft the legislation that affects all Oregonians. LPRO Legislative Analysts work diligently and collaboratively in a dynamic environment to support legislators and the legislative process.

    The successful candidate will have the unique opportunity to work directly with legislators, stakeholders, other branches of government, and the general public while assisting with policy development.

    Examples of services the analyst might be called on to provide include:
    • Responding to research requests from legislators
    • Providing written and oral information regarding policies, policy interpretation and policy options
    • Assisting in the development of legislation
    • Drafting policy briefs
    • Staffing one or more legislative committees
    • Staffing one or more task forces or work groups

    THE SUCCESSFUL CANDIDATE WILL HAVE DEMONSTRATED WORK EXPERIENCE, KNOWLEDGE AND SKILLS IN THE FOLLOWING:
    • Detailed knowledge of or demonstrated interest in civil or criminal law and procedure, including such topics as: family law; protective proceedings such as guardianships and conservatorships; civil procedure and civil actions, including tort claims; crimes; juvenile justice; animal law; and sports law
    • Hold a Juris Doctorate (JD)
    • Experience analyzing or applying criminal law in Oregon, including interpreting state and federal laws, regulations, and policies related to criminal law and procedure
    • Knowledge of Oregon's governance structure
    • Ability to:
      • Provide services in a non-partisan manner
      • Prioritize competing demands and meet hard deadlines
      • Communicate effectively and professionally in person and in writing
      • Maintain attention to detail
      • Maintain confidentiality
      • Remain nonpartisan in a highly political environment
      • Collaborate with LPRO team members
    ADDITIONAL KNOWLEDGE AND SKILLS WE'RE LOOKING FOR:
    • Licensed as an attorney to practice law in any state
    • At least three years of post law school experience, either practicing law or in the public policy arena
    • Experience conducting nonpartisan, objective public policy research and knowledge of research standards and techniques
    • Experience evaluating external research and reports for bias and accuracy
    • Experience facilitating meetings
    • Ability to read, comprehend, and summarize legislation
    • Experience developing creative and collaborative solutions for legislators that draw upon subject matter expertise and research-based evidence
    • Experience summarizing technical information orally and in writing in an audience-specific manner
    • Experience investigating law, policies, and legislative history affecting proposed legislation and committee issue areas
    • Understanding of legislative rules
    • Knowledge of the basics of parliamentary procedure
    You may still be considered if you don't have the additional knowledge and skills requested above. However, you must demonstrate a genuine interest in developing the skills and knowledge in the above-mentioned areas.

    LPRO employees currently have the flexibility to work according to a hybrid in-person and remote work schedule during the periods between legislative sessions and interim committee meetings. Staff currently meet in person at the LPRO offices every Wednesday. During legislative sessions and periods when interim committees meet, staff work solely onsite in the State Capitol building and other off-site legislative offices to carry out the duties of their positions.

    HOW TO QUALIFY:
    • Graduate Degree in Public Policy, Public Administration, Law, or other related field; AND
    • Three (3) years of experience researching, analyzing, interpreting, developing, or administering public policy. OR
    • An equivalent combination of education and experience sufficient to demonstrate ability to perform the duties of the position may be considered
    • An additional degree may substitute for one year of experience.
    In the coming months, the Capitol Building will be undergoing extensive renovation and construction projects which may limit accessibility to employees. This, coupled with the restrictions due to the Coronavirus pandemic, will require Legislative employees to work both from home and within the building as the construction project and health guidelines dictate. While working from home, personal, stable and high-speed internet access will be required to perform the functions of this position. There may be occasions that require employees scheduled to be working from home, to report to the Capitol building. Every effort will be made to provide reasonable notice. However, employees may be required to report to the building under short notice. The Capitol building is located at 900 Court Street NE, Salem, OR

    • The salary in this job posting reflects the base salary without contributions to the Public Employee Retirement System (PERS). Employees eligible for PERS will have their salary increased by 6.95% and 6% will automatically be subject to a mandatory employee contribution to PERS.
