- For the purposes of these examinations, qualifying experience is considered to be direct experience with individuals, families, or groups in a hospital, psychiatric hospital, psychiatric clinic, community mental health clinic, correctional facility, intermediate care facility, institutional or school setting, or community based residential and/or day program, under the supervision of a doctoral level psychologist, licensed psychologist, licensed physician, licensed psychiatrist, psychiatric nurse practitioner, or licensed clinical social worker (Or in the case of school psychologists with permanent certification from the New York State Education Department, working under the supervision of a school principal or similar administrator).
- On-site observation and engagement, to enable effective evaluation, consultation, and person- centered planning.
- Provide direct case consultations, professional mentorship, training, and program monitoring to support agency/program staff with people experiencing crisis, or to assist them in the prevention of imminent crisis.
- Perform various assessments (e.g., risk, need, functional and psychological) and review prior evaluations and clinical plans of care.
- Complete consultation reports to include formal recommendations, referrals, and treatment alternatives.
- Collaborate with the OPWDD Regional Field Office to develop strength-based referrals.
- Develop and foster cross-systems collaborations to better assist providers in serving people with complex behavioral needs (e.g. Adult Protective Services, OMH, DOH, NYSED).
- Develop and provide trainings on clinically relevant topics
- Provide front-line supervision to the field team specialist(s).
- Co-chair of the regional Community of Practice to foster collaboration and build bridges to community-based services and participate in other committees/agency work-groups as delegated.
- Other duties as assigned by the Bureau Director.
- Travel percentage is an estimated average; actual travel time may vary to support the needs of the Bureau.

Psychologist - Candidates must have one year of permanent service as a Psychologist 1 or as a Psychologist 1 (Spanish Language);
Open Competitive Minimum Qualifications for Psychologist 2:
Candidates must have a Master of Psychology degree from a regionally accredited college or university psychology degree program which prepares graduates for clinical positions in the field of psychology in a clinical, forensic, community mental health, or school setting.
Qualifying degree programs must have included coursework in psychological and behavioral assessment, and treatment modalities for psychological and behavioral disorders; AND - For Psychologist - you must also have three years of supervised post master's degree experience in a clinical, forensic, community mental health, or school setting, where your primary duties were providing psychological services as described below.
Substitution for Post-master's degree experience: - Doctoral degree in a clinical field of psychology may be substituted for both the education and experience requirements above.
- Clinical psychology practicum, externship, or fieldwork assignment, that was completed as part of a qualifying Master of Psychology degree program, may be substituted for one year of the required experience.
- Certificate of advanced study in a clinical field of psychology or school psychology may be substituted for one year of the required experience.
For the purposes of qualifying for these examinations, examples of qualifying degree programs/majors include but are not limited to the following: clinical psychology, clinical forensic psychology, community psychology, counseling psychology, school psychology, and child psychology.
Examples of non-qualifying degree programs/majors include but are not limited to the following: education, counseling, clinical counseling, clinical hypnosis, community counseling, educational counseling, forensic counseling, guidance counseling, human relations, marriage and family counseling, professional counseling, rehabilitative counseling, school counseling, student and personnel services, mental health counseling, psychological counseling, pastoral psychology, transpersonal psychology, neuroscience, experimental psychology, industrial psychology, and organizational psychology.
mental and/or emotional disorders, cognitive disorders, behavioral disorders, intellectual disabilities, developmental disabilities, alcoholism, addictions, substance abuse disorders, sex offender assessment and treatment, or forensic mental health.

A practicum, externship, or clinical fieldwork assignment is defined as a direct clinical experience providing psychological services in a hospital, psychiatric hospital, psychiatric clinic, community mental health clinic, correctional facility, intermediate care facility, institutional or school setting, or community based residential and/or day program; and must have been a component of a qualifying Master of Psychology degree program listed on the official transcript.
Duties Description POSITION DESCRIPTION:
The Psychologist 2 (PSOL2) will serve as a field team senior clinician in the Bureau of Technical Support (BTS).
BTS is part of OPWDD's investment and initiative in supporting provider agencies in their support of individuals who may have complex behavioral health and/or medical support needs.
BTS is within the Division of Statewide Services and is comprised of The Psychologist 2 (PSOL2) will serve as a field team senior clinician in the Bureau of Technical Support (BTS).
BTS is part of OPWDD's investment and initiative in supporting provider agencies in their support of individuals who may have complex behavioral health and/or medical support needs.
BTS is within the Division of Statewide Services and is comprised of field teams to ensure that technical support services are delivered throughout the State.
As a field team senior clinician, the selected candidate will be responsible for their field team's coordinated review and delivery of technical assistance, under the supervision of a Licensed Psychologist.
The field team senior clinician will serve as a member of the Bureau's and Division's interdisciplinary teams, providing a full range of consultative, assessment, and training to programs under the supervision of a Licensed Psychologist.
This includes conducting psychological evaluations and behavior assessments, developing, and reviewing treatment plans and providing consultation, supervision, direction, evaluation, and oversight to programs certified or funded by OPWDD, collaboration with other state agencies (e.g., OMH, DOH, NYSED, OASAS), and engagement with community stakeholders.
This position requires direct experience working with individuals with developmental disabilities who present with complex behaviors and co-occurring mental health diagnoses, a strong knowledge of the supports and services provided by OPWDD and the regulations guiding their implementation, experience conducting, developing and/or reviewing psychological assessments and treatment plans, expertise in progress monitoring and data analysis, crisis prevention and intervention, and familiarity with other community-based service settings (e.g., individual/family homes, public and residential educational programs, mental health programs and services).
PRIMARY DUTIES AND RESPONSIBILITIES:
Provide technical support services as part of a statewide team of clinicians, with service focus and associated travel primarily within (but not limited to) the OPWDD Developmental Disabilities Regional Office (DDRO) Region 2 footprint (Broome, Central New York, Sunmount).

NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment.
This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
If you are hired under the HELPS Program, you will be first be appointed as a temporary employee.In May 2024, if you are performing successfully in the position, your appointment will be changed from temporary to permanent non-competitive.
Once you are in permanent status, your official probationary period will begin and you may take any promotion exam for which you are qualified.
At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status.
