    This is a permanent Health Services Consultant 3 position.

    The Executive Office of Resiliency and Health Security (ORHS) strives to respond to all-hazards public health emergencies with strength and decisiveness on behalf of Washingtonians and the communities in which they live to minimize impact on people and lives, sustain necessary response capabilities, and advance protections in advance of, during, and in the aftermath of a broad range of public health threats and emergencies.

    The Administrative Services Office within ORHS supports grants, finance, contracts, performance management and community engagement activities in support of all ORHS programmatic and response activities.


    Position Overview:


    As a key Contracts Specialist within the Administrative Services Office, you'll champion compliance with federal grant regulations and ensure seamless contract monitoring for our public health and emergency preparedness partners.

    Your role involves collaborating across teams to resolve fiscal issues, determine grant expenses, and offer technical guidance to both internal and external partners.


    Key Responsibilities:

    Contract Administration:
    Negotiate and review contracts with public health jurisdictions, tribes, and vendors.
    Conduct quality checks on contract documents and coordinate deliverable approvals.
    Serve as the primary contact with the agency's contracting office and contribute to grant applications.


    Federal Grant Compliance:
    Review OMB circulars to ensure allowable expenses.
    Address queries on federal compliance from partners.
    Collaborate with teams to meet federal grant requirements.


    Fiscal Monitoring & Audit:
    Engagement in agency committees focused on fiscal monitoring.
    Schedule and oversee fiscal monitoring activities.
    Coordinate corrective actions with contractors and liaise with auditors.


    Budget & Financial Activities:
    Conduct quality checks on payments and assist in corrections.
    Inform partners about budget/resource allocations in tandem with program administration .


    Emergency Response:
    Familiarize with agency tools for emergency response.
    Serve in emergency response roles and participate in exercises to enhance preparedness.

    Work Location and Flexibility:
    The duty station for this position is in Tumwater, WA. A combination of in-person and mobile work may be approved upon request.

    Required Qualifications:

    Option 1 :
    A bachelors degree or higher in Finance, Accounting, Business Administration, or a closely allied field; AND two (2) or more years of progressively responsible experience working with accounting, budget, contracts, or grants

    OROption 2 :

    An associate degree in finance, Accounting, Business Administration, or a closely allied field; AND four (4) or more years of progressively responsible experience working with accounting, budget, contracts, or grants.


    OROption 3:
    Five (5) or more years of progressively responsible experience working with accounting, budget, contracts, or grants.
    ANDOne (1) or more years of working with federal rules and regulations including OMB Circulars

    Desired Qualifications:
    Two (2) or more years of experience in an emergency preparedness or emergency response program.

    Intermediate skills and experience using MS Excel to create and manipulate large or complex spreadsheets, use mathematical formulas to calculate data, link worksheets, import data from other sources, filter lists, and create and format charts and graphs.

    Experience using or Enterprise Reporting or other similar reporting system.
    Experience working with diverse staff, contractors, and others.

    Successful completion of Incident Command System Training including ICS100, 200, 700, 800, 300, and 400, or complete within the first 6 months of employment.
