    MAJOR FUNCTIONS

    Under the leadership of the Director of Quality of Life, this is a highly skilled leadership position and manual work in various lawn, maintenance, repair, and construction activities for the Parks and Recs division. The crew leader is responsible for leading, developing, training and directing the workflow of maintenance workers ensuring work productivity and completion. Work requires manual labor alongside with the crew of various activities. Applicant should have strong knowledge in lawn maintenance equipment and construction equipment. Position requires knowledge of plants, herbicide & fertilization applications.

    This position is designated as emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, ice storm, etc.) or other conditions (natural or manmade).

    ESSENTIAL DUTIES

    These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or logical assignment to the position.
    • Supervises and participates in a variety of maintenance lawn maintenance and light construction equipment construction activities.
    • Supervises, leads and participates along with crew or workers in performing maintenance of parks, road medians & clubhouses, mowing trimming, edging sidewalks & curbs, planting flowers & plants, maintenance of park parking lots and walkways, sidewalks, right of ways within the City limits.
    • Supervises, leads and participates in the installation and maintenance of Irrigation systems.
    • Knowledge of Sod and seeding applications.
    • Supervises, leads and participates in the cleaning and maintenance of all park equipment.
    • Supervises, leads and participates with the crew and gives clear direction on the operation of parks equipment such as skid steers, O' turn mowers, tractors, loaders and backhoes or any other machinery and apparatus.
    • Provides clear instructions and advice when needed, position also work alongside of employees.
    • Contacts public in area where crews and equipment are working and explains to property owners the nature of work being performed; answers any complaints the public may have.
    • Arranges for mobilization of equipment, material, and vehicles efficiently and safely.
    • Assures and looks out for the safety and welfare of the crew, public, City property and public property.
    • Provides clear instructions on safe operation of all equipment, protective devices.
    • Supervises the closing of the job in a safe and responsible manner.
    • Arranges for proper handling of all job-related incident or accidents according to City policy and instructions.
    • Supervises and participates in work efforts in the following areas: Sodding, seeding, trimming, mowing, edging, pruning, removing, watering and fertilizing of grass, flowers, shrubs and trees, planting in median strips, traffic islands, beds, and around public buildings.
    • Supervises and participates in spraying of grass, flowers, shrubs and trees with insecticides, fungicides and weed killers.
    • Operation of automobiles or light and medium trucks and rollers.
    • Works an on-call, rotating shift and is available to assist other on-call staff during times outside of regular work hours when called upon or when required by the Supervisor or Mgmt. (overtime)
    • Communicates in an efficient, prompt, and courteous manner with all internal and external customers including regulatory bodies and public entities.
    • Performs other duties as assigned.
    KNOWLEDGE, ABILITIES AND SKILLS
    • Knowledge of effective supervisory techniques.
    • General knowledge of City Parks, & Park facilities.
    • Follow and enforce safety procedures, and precautions as well as City and Departmental policies, procedures, and rules.
    • Knowledge of the operating various lawn, maintenance, and construction equipment.
    • Ability to read working diagrams, sketches and simple blueprints.
    • Ability to keep records and prepare reports.
    • Ability to accurately evaluate the work, abilities, and attitudes of crew.
    • Knowledge of the methods, materials and equipment used in general maintenance of parks and clubhouses.
    • Ability to establish and maintain effective working relationships with crew and workers.
    • Ability to layout and supervise skilled and unskilled workers.
    • Ability to deal effectively with general public.
    • Ability to establish and maintain cooperative, positive, and effective working relationships with other departments, team members, professional groups, and the general public.
    • Ability to communicate effectively in English both orally and in writing, to prepare and present briefings and provide solutions to problems or questions from team members.
    • General knowledge of the methods, practices and techniques used in the work assigned.
    • Ability to work under adverse conditions, (heat, cold, inclement weather) and be able to perform manual type labor (digging, heavy lifting, etc.).
    • Ability and willingness to work at heights well above ground level from / out of various types of equipment.
    • Ability to establish and maintain effective working relationships with leaders, colleagues and the public.
    • General knowledge of the methods, practices and techniques used in the work assigned.
    • General knowledge of the materials, tools and equipment used in the work assigned.
    • General knowledge of the occupational hazards and safety precautions necessary in the work assigned.
    • Ability to understand and transmit verbal, written and digital instructions.
    • Ability and desire to comply with all City safety policies and programs in the performance of their work to include, but not limited to, vehicles, equipment, tools and facilities.
    • Ability to perform required manual tasks.

    Work Environment:

    MINIMUM QUALIFICATIONS
    • Graduation from high school or possession of an acceptable equivalency diploma.
    • Three (3) years supervisory experience in parks ballfield and road median maintenance.
    • Knowledge of Ballfield maintenance, parks, sod and seeding techniques, clearing and maintenance of grounds and right of ways, Herbicide & fertilization applications.
    • Valid driver's license.
    A comparable amount of training or experience may be substituted for the minimum qualifications.
