    Duties


    • You will organize the resources necessary to develop, implement, and assess resident and non-resident activities, outreach, and engagements in accordance with 10 U.S.C
    342 as directed by the USD(P) or his/her representative.


    • You will oversee and evaluate an academically based program to stimulate student thinking about strategy, policy, and defense decision-making; deepen their understanding of security threats, challenges, and regional and global cooperation.
    • You will promote understanding of the security policies and concerns of partner nations; and foster enduring relationships, defense interoperability, and integration with and across U.S
    partner nation.


    • You will exercise direction over all aspects of the Center, to include the formulation, implementation, and refinement of educational and outreach programs.
    • You will direct programs offered by the Center.
    • You will oversee development of cooperative relationships across the region with established and relevant institutes for security, civil/military and strategic studies, and senior military colleges.
    • You will oversee the design, development, and refinement of the Center's core academic program and other curricula.
    • You will supervise the selection of international participants for activities

    Develop guidelines for the selection process based on DoD policy and in coordination with OUSD(P), the Department of State, and other DoD Regional Centers.


    • You will represent the Center in discussions of issues identified by OSD Policy and informed by the GCC and other DoD components.
    • You will oversee all budget and programming activities for the Center to include determining the need for financial, manpower, and other resource changes.
    • You will exercise overall supervision of all civilian and military positions.
    • You will oversee the selection process of all faculty and administrative staff, contractors, and consultants.
    • You will provide advice to senior officials throughout the U.S
    Government, Congress, U.S
    Department of State, and foreign governments.


    • You will implement DoD regulations and directives and OUSD(P) guidance for the Center.
    • You will prepare and deliver lectures and seminars

    • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
    You must be able to travel on military and commercial aircraft for extended periods of time.


    • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e, within 30 days of appointment
    Qualifications Incumbent must have specialized experience in the following areas: Significant knowledge of and experience in national/international Indo-Pacific security issues and/or foreign policy at a senior level
    Proven record as leading policy analyst and national security thought leader, with a history that includes distinguished publications in leading newspapers and policy journals, as well as prominent public speaking appearances to the public, academic community, and/or the Congress
    Executive level skills in leadership and management of senior level executive training and education programs and knowledge how these programs operate within DoD
    Executive experience at a senior DoD educational institution or at a university with some experience at a senior or mid-level DoD institution
    Ability to lead and motivate managers to incorporate vision, strategic planning, and elements of quality management into the full range of the organization's activities
    Skill in comprehending the roles and relationships of the components of national policy making and implementation, including the President, political appointees, Congress, the judiciary, state and local governments, and interest groups
    Skill in formulating strategic program plans that assess policy/program feasibility and include realistic short-and long-term goals, objectives, and priorities
    Anticipates problem areas and provides feasible options to resolve
    Ability to acquire, administer and control human, financial, material, and information resources in a manner which instills public trust and accomplishes the organization's mission, and to use new technology to enhance decision making
    A master's degree or an advanced degree, such as a doctoral degree or equivalent terminal or professional degree in Asian/Indo-Pacific Studies, International Affairs, National Security Strategic Studies, Economics, or Law is highly preferred
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social)
    Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment

    The Director carries out all responsibilities of the DKI-APCSS to include providing executive leadership, program and technical direction, and oversight for the execution of the DKI-APCSS mission IAW DoD directives and policy guidance from the (OUSD(P))

    The Director shall ensure the Center provides a professional academic program for foreign mid- and senior-level military officers, civilian officials, nongovernmental personnel, and select U.

    The Director assures that Center activities support the objectives of the National Defense Strategy and complements other approved guidance by the Department, guidance for engagements with allies and partners, and guidance for planning and conducting security cooperation activities

    Initial Probationary Period:
    You will be required to serve an initial probationary period of one year

    Supervisory Probationary Period:
