    Description of Job

    About the Work Unit


    The Accounting Technician III works in The Colorado Department of Transportation's (CDOT's) Region 3 Business Office in Grand Junction, CO.

    The Business Office ensures the financial integrity of all business transactions throughout Region 3 in meeting its fiduciary responsibilities to the public.

    This unit acts as liaison to CDOT offices of the Controller, Financial Management and Budget, Procurement, Agreements and Chief Financial Officer.

    Additionally, overall business services are provided to the Regional Transportation Director, Program Engineer East, West, and Central Sections, Maintenance Sections 2 & 6, Planning and Environmental Section, Civil Rights Unit, Safety Unit and Traffic Section.

    The Chief Engineer has specified the financial responsibilities of Region Business Offices to be inclusive.

    The work unit provides the following core functions:

    • Financial Advice to the Regional Transportation Director and Division Directors
    • Financial Reporting
    • Region Program Management Office (PMO)
    • Budget Planning and Coordination
    • Project programming and expenditures/Program Delivery/Cash Management

    About the Position


    The Accounting Technician III provides business support in the following areas: Accounts Payable, Travel & Procurement card program compliance, financial reporting & SAP support.

    Your duties and responsibilities will include, but are not limited to, the following:


    • Classifies, verifies and records accounts payable transactions in SAP according to applicable rules, established policies and procedures.
    • Reviews source documents for completeness, accuracy, clarity, proper coding and appropriate authorizations.
    • Monitors monthly billing amount trends, reviews for outstanding amounts before processing for payment.
    • Reports discrepancies and assists in investigation of vendor payment questions.
    • Serve as Region Commercial Card Coordinator including:
    • Providing guidance to Region cardholders and approving officials on commercial card requirements.
    • Setting up new cards and cancel cards when necessary.
    • Verifying that new cardholders complete training and forms correctly.
    • Verifying that transactions have been completed in SAP.
    • Analyzing to ensure that transactions are in compliance with PD 3.3 CDOT Commercial Card Program.
    • Understanding controls placed on commercial cards to be able to answer employee questions and resolve issues. Controls include single purchase limits, cycle limits, and restrictions on certain types of purchases/merchant category codes.
    • Troubleshooting end user issues with commercial card transactions.
    • Adjusting limits as deemed necessary in coordination with the CDOT Commercial Card Program Administrator and the Region Business Office Manager.
    • Ensuring documentation is accurate to withstand annual audit.
    • Working with merchants to receive credit back for sales tax charged to commercial cards.
    • Determining the appropriate level of commercial card violation in consultation with the Business Office Manager and the CDOT Commercial Card Program Administrator.
    • Tracking commercial card violations and reporting to the CDOT Commercial Card Program Administrator on a monthly basis.
    Supports the region by managing all phone accounts for engineering, management and support staff. Ensures policies are enforced, forms are submitted and documentation is in order. Receives miscellaneous funds from various sources, records amounts and deposits money into CDOT bank account. Backs up three Business Support staff when required. Cross trains with teammates on accounting technician support where/when appropriate.
    Provides audit information when requested. Supports year-end close activities and year-end file rotation. Maintains accurate and up-to-date files. Assists with properly distributing incoming invoices to other staff in the Business Office.
    Serves as Region copier coordinator, providing oversight in the region for scheduled upgrades, and proper billing and payments. Other job duties as assigned.


    Work Environment:

    • Your schedule will primarily be 8:00 am - 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
    • Occasional travel for training, meetings, etc.

    Minimum Qualifications


    • At least three years of professional experience with a primary focus in technical accounting, such as accounts payable.
    • Experience working with spreadsheets and financial software is highly desirable.
    • Experience working within State Fiscal Rules to support accounting or fiscal functions is highly desirable.

    Substitution:

    • Coursework from an accredited college or university in accounting or another field of study related to the duties of this position will substitute for the required experience on a year-for-year basis.

    The exceptional applicant will be an experienced accounting professional and will possess the proven ability or accomplishment in the following:


    • Demonstrated success with the duties listed in the Description of the Job section;
    • Years of State service experience related to the duties of this position;
    • Highest work/personal ethics and integrity;
    • Successful completion of a bachelor's degree with an emphasis in Accounting;
    • Commercial card and/or phone account management experience;
    • Analytic skills to enable accurate, complete, and timely processing of financial data;
    • Working knowledge of general accounting practices and standards, including GAAP, GASB, State Fiscal rules, State Financial reporting, and State Auditor requirements;
    • Ability to work under tight deadlines and be adaptable to changing assignments;
    • Ability to take initiative to solve problems in an innovative manner;
    • Ability to work with a variety of stakeholders with sensitivity to their needs, priorities, promises made and commitments;
    • Effective interpersonal, relationship-building, and customer service;
    • Excellent reasoning, investigative, analytical, and problem-solving ability;

    • Strong attention to technical detail and accuracy;
    • Ability to work effectively in both independent and team situations;
    • Fluency in Microsoft Office Suite (Word, Excel, Access), Gmail and Google Applications, SAP, and the ability to quickly learn other software systems.
