Water Resources Engineer to join our team in St. George, UT.

Essential Functions
In preparation for evaluation by the Executive Team, conducts the initiation phase of the district's project development system with regard to proposed district projects:
Develops a project business case
Evaluates benefits versus impacts
Identifies constraints and dependencies
Prepares and refines cost estimates and schedules
Creates and refines high-level scope
Identifies resource needs and staff workload impacts
Identifies possible funding sources in collaboration with finance
Evaluates prioritization of projects
Prepares materials for Executive Team review and evaluation
Coordinates transfer of approved projects to Project Manager
Inputs, collects, and manages data for the initiation phase of the project development system
Conducts hydrologic and hydraulic modeling.
Develops, and evaluates design documents, including specifications, drawings, and calculations.
Reviews and approves variety of plans, drawings, contracts, applications, and proposed activities to ensure interoperability with existing district facilities and easements, conformance with district standards and specifications, and compliance with all federal, state, and local regulations; recommends changes and/or improvements to the proposed activities.
Conducts feasibility studies and cost-benefit analyses for proposed projects.Prepares and presents technical reports and presentations to clients and other stakeholders.
Conducts drought vulnerability assessments; creates mitigation plans.
Ensures that water resource systems are designed and installed per applicable codes, standards, and regulations.
Prepares, certifies, and submits 40 Year Plan as required by Utah Division of Water Rights
Analyzes existing and future water supplies and demands; defines and recommends future water construction projects to meet demands for high quality drinking water supplies, pressure, and volume; estimates and quantifies the scope of future projects; prepares budgetary costs for future capital projects.
Reviews legal descriptions and exhibits, grant deeds and easements, and title reports.Develops and directs consultant(s) to develop integrated resource plans, master plans, capital facilities, impact fee facilities plans and analyses.
Uses computers, drafting tools and equipment, reproduction equipment, and a variety of other engineering and office equipment in performing job duties.
Analyzes impacts of proposed and existing conservation programs on water future demands in coordination with Conservation Department.Develops and delivers presentations for community members and stakeholders.
Other duties as assigned.
Minimum Qualifications
Education, Training and Experience :
Bachelor's or Master's degree in civil engineering, environmental engineering, or a related field
AND
Two years of related experience
OR
An equivalent combination of education and experience may also be considered.
Water industry experience preferred.
Professional Engineering (PE) license is preferred.
Experience with project management and delivery methods such as design-bid-build or design-build is a plus.
Knowledge, Skills, and Abilities:
Embraces evolving needs in a changing environment with flexibility and adaptability.
Excellent computer skills; adept at learning new applications.
Proficiently use spreadsheets, Auto CAD or other common CAD software (experience with GIS, hydraulic modeling, and CMMS software is desirable)
Knowledge of codes, standards, and regulations related to water resources quality, treatment, storage, and distribution.
Principles and practices of civil engineering, with emphasis on planning, design, construction, and operation of water supply facilities
Effective collaborator with diverse teams comprised of staff, interns, volunteers, contractors, and stakeholders.
Strong analytical and problem-solving skills
Excellent communication and interpersonal skills
Ability to work independently and as part of a team
Able to consistently represent the district in a positive, professional manner.
Special Qualifications:
Maintain insurability under the district's vehicle insurance policy.
Must be willing to take and pass a pre-employment drug test and submit to a criminal background check.
Physical and & Mental Demands
While performing the duties of this position, the employee is regularly required to talk or hear both in person and by telephone; stoop, kneel, crouch or crawl; smell, use hands to finger, handle or feel computers and other standard business equipment and reach with hands and arms; feel, or operate objects, tools.
Employees are frequently required to walk, including on landscapes that may include uneven terrain, rocks and/or hills. Frequent driving to multiple project locations is necessary.
Specific vision abilities required by this job include close vision, distance vision, color vision and the ability to adjust focus.

Outdoor weather conditions when in the field, travel in a district vehicle between work sites, rough and uneven terrain when visiting construction sites.

Typically, quiet. May range from moderate to very loud when in the field or under rare circumstances.
Individuals should be comfortable in all these environments and be willing to work some hours matching construction work.
Employee will be required to attend some evening meetings such as District board meetings and city planning our council meetings and may be required to travel to meetings, training, or conferences out of town and overnight.
