    Description
    Responsible for the overall administration, management, strategic planning, development, and guidance of all MSD Human Resource functions.


    Manages staff services related to staffing, compensation, benefits, recruitment, retention and succession strategies, payroll, labor relations, training & development, and affirmative action.

    Reports to the Chief of Staff.

    Responsible for the overall administration, management, strategic planning, development, and guidance of all MSD Human Resource functions to support the organization's strategy.


    Operates as strategic resource for Board Members, Board Personnel Committee, Chief of Staff, Executive Director, and senior management regarding all MSD Human Resources policies, programs and initiatives.

    Serves as a member of the Executive Leadership Team and works collaboratively in supporting transformation initiatives and strategic projects. Attends and participates in executive staff meetings, Board meetings and other meetings inside and outside of MSD.

    Directs MSD's Human Resources department staffing, organization, priorities and budget.

    Promotes a culture of effective human resource operations to support internal customer goals.


    Recommends, develops and implements Human Resources programs, policies and initiatives that support and enhance the strategic mission of the organization including staffing, compensation, benefits, recruitment, retention and succession strategies, payroll, labor relations, training & development, and affirmative action.

    Reviews and approves all employment actions (e.g. hiring, promotion, suspension, and termination).


    Interviews and selects candidates for certain critical positions as requested by management team, Chief of Staff, Executive Director or Board.

    Directs the investigation and resolution of individual and group conflicts such as employee grievances, appraisals, union issues, etc.

    Serves as contact person for MSD's Employee Assistance Program.

    Responsible for overall management of labor agreements, including negotiations, dispute resolutions and discipline. Manages professional services contracts for human resources department.

    Serves as liaison for Executive Director with management consultants.

    Prepares division budget and reports to demonstrate responsible fiscal management.
    Develops, executes, and monitors goals and objectives that support MSD's strategic transformation plan.

    Reports to the Chief of Staff.
    Knowledge of human resources management principles, techniques and policies; knowledge of federal, state and local laws effecting human resources management; knowledge of leadership skills and commitment to self-development; skill in negotiation and mediation; skill in oral and written communication; skill in managing multiple priorities; skill in exercising tact and diplomacy; ability to develop and implement business process improvement initiatives; ability to act proactively and creatively in identifying and addressing strategic and organization issues; ability to work successfully in a team-oriented environment; ability to demonstrate strategic leadership and management abilities; ability to exercise judgment and discretion; ability to analyze problems, demonstrate data-based decision making, and initiate holistic solutions; ability to negotiate contracts; ability to supervise and support a diverse workforce and demonstrate an inclusive and collaborative leadership style; ability to train, supervise and delegate work effectively; ability to establish goals, performance measures and priorities for employees; ability to be courteous and helpful under pressure; ability to operate a PC and associated Windows environment software (e.g. Microsoft Office Suite).

    Bachelor Degree in Human Resources, Industrial Relations, Psychology, Business Administration or a related field; ten or more years of experience in all functional areas of Human Resources Administration at the operational and managerial level including key areas of compensation, labor relations, workforce development, performance management, and employee engagement.

    Must possess a valid driver's license.

    Must have safe work and driving habits.

    Preferred Qualifications :

    Master's Degree in Human Resources Management, Business, or related field or Juris Doctor, and Senior Professional Human Resources (SPHR) Certification preferred.

    Experience working in a multi-location organization, along with a history of successful collaboration with multiple stakeholders is preferred.
