    Plans, organizes, coordinates, and participates in the strategy and development of the utilities Enterprise Geographic Information Systems (GIS) to enable modern Web GIS principles and best practices across the organization.


    This highly skilled position provides the vision and technical expertise in overseeing the design, implementation, maintenance, and monitoring of the ArcGIS Enterprise system architecture, configures and maintains the enterprise geodatabases, and delivers solutions to automate tasks and integrate with other non-spatial systems to support organizational goals.

    Reports directly to the Geospatial Technology Manager.

    Considerable knowledge of and proficiency in:
    ESRI software product suite, including ArcMap, ArcGIS Pro, ArcGIS Server, Portal, ArcGIS Notebooks, Geoevent, ArcGIS Monitor.
    Schneider Electric's product suite, including ArcFM, Fiber Manager, Designer, Responder, and Wavepoint is desired.

    GIS database administration of relational database management systems (RDBMS), including Microsoft SQL Server databases with strong knowledge in structured query language (SQL).

    Scripting languages such as Python, Arcade, JavaScript, etc.
    Architecture of an on-premise Enterprise GIS including hardware, software, services, data repositories, and IT security concepts.

    Understanding of internet and web technologies that enable web-based applications including, HTML, CSS, JSON, XML, TCPIP, Web servers, firewalls, digital certificates, etc.

    Principles and practices of an electric distribution system, water/wastewater distribution system, gas distribution system, and fiber communication system is desired.


    Ability to:


    Plan, organize, integrate, monitor, and maintain an enterprise GIS and its related applications to meet the needs of the department and FPUA, including developing long range enterprise GIS goals.

    Customize GIS software to meet department needs.

    Take responsible charge of projects, exercising sound judgment with strong attention to detail, and react to change productively with technical problem-solving skills for the efficient operation of geospatial systems.

    Establish effective working relationships through skillful listening, verbal and written communication.
    Maintain current knowledge of new and emerging trends in geospatial technology.

    Graduation from an accredited four (4) year college or university with a Bachelor's Degree in Business, Geography, GIS, Computer Science, or related field and five (5) years of experience with a role in GIS system administration that includes supporting, troubleshooting, maintaining, and monitoring an on-premise enterprise GIS and enterprise geodatabase administration.

    Previous work experience with the utility industry and GISP Certification desired.
    A comparable amount of training and experience may be substituted in lieu of some of the minimum qualifications.

    System Administration (60%)

    Define current capabilities and identify opportunities that align with the geospatial strategy in developing and implementing the organizations Enterprise GIS, including conceptual architecture, hardware specifications, and software infrastructure plans, to support the innovation of geospatial solutions.

    Research and understand the technology, software, and license offering from ESRI and other software vendors by staying current with industry trends and new developments to design a robust GIS infrastructure that is highly available, optimized, secure, and can scale with usage over time.

    Assist in developing best practices, training materials, and communication plans to leverage the most value of enterprise resources throughout the organization.

    Analyze current usage trends and proactively scale systems to support anticipated needs and opportunities.

    Use automation methods, such as scripting, and tools to streamline administrative workflows and routine tasks to improve efficiency, consistency, and productivity.

    Lead in the development and maintenance of GIS architecture, servers, software, and associated components, including installations, upgrades, and patch management.

    Document system administration processes related to maintenance, configuration, and troubleshooting of GIS hardware, applications, and infrastructure.
    Maintain relationships with IT personnel to improve efficiency and cybersecurity of the ArcGIS Enterprise platform.
    Assist with integrations of other business systems and applications, such as Geoevent server, ArcFM Web, Wavepoint, ArcFM Responder.
    Database Management and Support (40%)
    Manage enterprise multi-user geodatabases, including versioning, archiving, replication, and maintenance.

    Provide support in maintaining SQL Server geodatabases and other supporting databases, such as Responder OMS, and their use in GIS desktop and web applications.

    Use automation methods, such as scripting, SQL, SSIS, and other tools to streamline administrative workflows and routine tasks to improve efficiency, consistency, and productivity.

    Work with staff in a variety of roles to integrate enterprise geodatabases with other business systems and applications such as CIS, OMS, AMI, and other non-spatial databases using scripting, SQL, SSIS, ETL software, or other tools and techniques.

    Tune and monitor the enterprise geodatabase to ensure high availability, performance, capacity, security, and optimization.
    Provide support in the stages of database-related deployments, upgrades, tests, and validations.
    Experience with database configurations of ArcFM Designer, Feeder Manager, Fiber Manager, and Responder is desired.
