    SALARY: 54, ,276.00 Salary USD

    JOBSUMMARY: Undergeneral supervision, oversees community development rehabilitationprojects. Monitors and ensures compliance with program guidelines regarding appropriate methodsof construction and compliance with applicable codes.

    ESSENTIAL JOB FUNCTIONS:
    1. Oversee the completion of construction projectsaccording to federal or other requirements.
    2. Conduct daily inspections of construction work in progress.
    3. Prepare and maintain all records related toconstruction projects.
    4. Conduct assessments to determine and/or verify workneeded to be done on construction projects.

    OTHER JOB FUNCTIONS:
    5. Resolve complaints from grant recipients.
    6. Conduct a risk assessment of lead-based painthazards in commercial and residential structures.
    7. Review/verify documentation for accuracy.
    8. Test and evaluate results of surfaces potentiallycontaining lead-based paint.

    MINIMUM QUALIFICATIONS:

    Knowledge,Skills and Abilities Required:

  • Knowledgeof all building codes and building, plumbing, mechanical and electricalsystems.
  • Knowledge of all phases of construction including plumbing,electrical, carpentry, roofing, and other related construction trades.
  • Knowledge of home building and repairs to assess and describe workneeded to be done and to evaluate the work as it progresses.
  • Knowledge of current costs of labor and materials.
  • Knowledge of Microsoft Office Programs.
  • Ability toprepare and/or evaluate cost estimates on construction projects.
  • Ability to negotiate with grant applicants, consultants, andcontractors.
  • Ability to maintain records through computers, handwritten and typedreports.
  • Ability to establish working relationships with grant applicantsand contractors.
  • Ability to communicate orally and through written means withclients, contractors, and employees.
  • Ability to prepare written narrative and statistical reports andprepare status reports.
  • Ability to receive detailed information through oral communicationand make fine discriminations in sound.
  • Ability to understand,interpret and apply City of Arlington adopted codes.
  • Ability to perform a variety of physical skills including, but notlimited to lifting, carrying, climbing, driving, seeing, sitting, and writing.
  • Ability to operate a motorized vehicle.
  • Incumbentis subject to fume/odor, lead asbestos and electrical hazards.
  • QualifyingEducation and Experience:
    Bachelor's Degree in Construction Management, Engineering, Project Management or related field.Two years' experience in construction management, project management or an equivalent combination ofeducation and experience. Possession of a valid Texas Operator's License, Class C. Possession of or ability to obtain within six months of employment a valid Texas Plumbing Inspector's License issued by the Texas State Plumbing Board of Plumbing Examiners. Possession of or ability to obtain within six months of employment a valid Texas Department of Health Lead Risk Assessor and Lead Inspector License within 12 months of employment.

    Background Requirements:

    This position requires successful completion of a criminal background check, drug and alcohol testing, human performance evaluation, motor vehicle review, and physical examination.
