    The Executive Office of Technology Services and Security (EOTSS)

    is the state's lead office for information technology.

    We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts.

    a dynamic and experienced individual to fill the role of

    Director of Portfolio Management

    . This pivotal position will

    manage and

    oversee

    the

    Capital Program Team

    and

    the

    Project Management Office (PMO)

    .
    T he Capital Program Team

    is responsible for

    managing

    the information technology capital investment portfolio.

    T

    his position will

    manage the overall program

    and the

    portfolio,

    while also

    support

    ing

    the
    EOTSSSecretary

    and the Assistant

    Secretary

    of Strategy and Planning

    in

    collaborat

    ing

    with the IT Investment Advisory Board

    (IIAB).

    The IIAB


    reviews and recommends projects to the Governor and the Secretary for Administration & Finance (A&F) for inclusion in the annual Capital Investment Plan (CIP).

    The

    Project

    Management Office

    (PMO

    )

    provide s

    guidance, timelines, resources, and tools

    to

    move projects toward success. With an eye toward projects internal to EOTSS, the Assistant Secretary is working to build the

    recently re-configured

    PMO to deliver key IT projects best aligned with high-level strategic goals across the enterprise.
    Reporting directly to the Assistant Secretary of Strategy and Planning, the

    Director of Portfolio Management

    will play a crucial role within

    the

    Office of Strategy and Planning

    in aligning project initiatives with the strategic goals of the Administration and the Secretariat.
    The primary work location for this role will be

    1 Ashburton Place, Boston, MA, The work schedule for this position is

    Monday through Friday, 9:00AM to 5:00PM EST .

    This position would be expected to follow a

    hybrid

    model of reporting to work that combines in-office workdays and work from home days as needed.


    Duties and Responsibilities:
    Provide oversight, leadership, and management of the PMO Office, supporting the PMO director and team on maturing the PMO.
    Direct the capital program, working closely with the Capital Program Director and the Capital Budget Director to ensure alignment with strategic

    objectives

    .

    Serve as a key liaison between the PMO and the Assistant Secretary of Strategy and Planning, communicating project updates, risks, and opportunities.

    Lead the prioritization of projects and initiatives within the secretariat, ensuring resources are

    allocated

    efficiently and effectively.
    Ensure the capital process and internal PMO processes meet the evolving needs of the secretariat and other state agencies.
    Collaborate with the Director of Enterprise Architecture to ensure projects adhere to architectural standards and best practices.

    Provide guidance and direction to project managers, ensuring projects are delivered on time, within budget, and to the highest quality standards.

    Proven ability to manage multiple projects simultaneously and prioritize tasks effectively, as well as the ability to analyze project status and steps to right set.

    Lead change management efforts associated with portfolio initiatives, ensuring that stakeholders are effectively engaged and prepared for changes resulting from project implementations.

    Continuously evaluate and refine portfolio management processes and practices to

    optimize

    efficiency and effectiveness.
    Prepare and present executive-level reports and dashboards to provide insights into project performance, risks, and accomplishments.

    Manage, along with the Capital Program Team, the financial aspects of the capital investment portfolio, including budgeting, forecasting, and cost tracking.

    Ensure projects are delivered within budget and financial resources are

    allocated

    efficiently.

    Preferred Knowledge, Skills, and Abilities:
    Minimum of

    , with

    at least five

    years' experience

    overseeing a PMO or portfolio management function.
    Strong understanding of project management methodologies, tools, and best practices.

    Familiarity with information technology concepts, systems, and solutions, with the ability to understand and communicate technical requirements and challenges effectively.

    Establish

    key performance indicators (KPIs) and metrics to measure the performance and success of projects within the portfolio. Conduct regular reviews and assessments to

    monitor

    progress and

    identify

    areas for improvement.
    Ability to think strategically and align project initiatives with broader organizational goals and

    objectives

    , by c

    ollaborat

    ing

    with key stakeholders to develop and refine strategic plans for the IT capital investment portfolio.

    Excellent communication and interpersonal skills, with the ability to prepare and deliver clear and concise presentations, recommendations, and decisions tailored to different audiences and stakeholders.

    Strong analytical skills to analyze complex data,

    identify

    trends, and make informed decisions.
    Ability to lead organizational change initiatives and foster a culture of innovation, adaptability, and continuous improvement.
    Strong negotiation skills to effectively resolve conflicts, reach consensus, and drive alignment among stakeholders with competing interests.
    Experience leading and motivating teams to achieve common goals and

    objectives

    . Ability to inspire and empower team members to perform at their best.
    PMP Certification or equivalent project management certification

    is highly

    desirable.
    Prior experience in

    government or public sector environment a plus.
    Qualifications


    MINIMUM ENTRANCE REQUIREMENTS:


    Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in IT administration or IT management, of which (B) at least three (3) years must have been in a managerial capacity.
