    Division of Retirement:

    The mission of the Division of Retirement (division) is to deliver a high quality, innovative, and cost-effective retirement system.

    The division currently has 225 full-time retirement staff and manages a FY operating budget of $48,864,720.

    The division administers the Florida Retirement System (FRS) Pension Plan, currently the fourth largest state retirement system in the US with more than 2.7 million active, retired, and terminated vested and non-vested members and $187.2 billion in assets.

    The division pays out $12.9 billion a year in retiree benefits and maintains the service history, vesting and membership status records, and collects nearly $5.5 billion annually in employer and employee contributions from more than 1,000 employers for all FRS members.

    As the Deputy Director of Financial and Support Services and manages the Bureau of Outreach & Audit, Bureau of Business Support Services, Bureau of Contact Center and Technology Services functional area.

    Your Specific Responsibilities:
    Key responsibilities of this role, include but are not limited to, the following:


    • Supervise the bureau chiefs in the administration of planning and budgeting, purchasing, contract monitoring, records management and mail services, legislative issues, public records, education and research.
    • Propose and assist with the updating of retirement policies and procedures to division and executive leadership. This includes providing input to final agency actions pertaining to the coverage, eligibility and benefits of statewide retirement systems. The Deputy Director is also responsible for implementing and ensuring the compliance of these policies.
    • Oversee the functions of the Bureau of Contact Center. This section services members and employers of FRS. This section is responsible for answering all FRS incoming calls and emails.
    • Direct the legislative research, and education programs of the Division of Retirement. This includes overseeing planning and directing pension related research; formulating technical retirement policies; writing and adopting administrative rules; and reviewing legislation and preparing bill analyses. These functions are in the Bureau of Outreach & Audit.
    • Oversee the Technology Services team, who is responsible for maintaining the Information Technology Operations and Maintenance Services Contract with the outsourced vender. This includes ensuring all aspects of the contract and deliverables are met and the division continues to provide a world-class Florida Retirement System.
    • Effectively supervise the performance of direct reports to ensure division and agency performance goals are met or exceeded and complies with the Department's employment policies and procedures and the State's statutes and rules.
    • Oversees the management of the IRIS IT Roadmap projects by performing the following:
    • Directs and manages division projects to ensure compliance with the department's policies and procedures and the state's statutes and rules.
    • Coordinates project work efforts, status updates, timeline of key milestones and associated project plans.
    • Motivates staff and accomplishes tasks through teamwork.
    • Delegates work assignments and holds staff accountable for their assigned tasks.
    • Communicates any areas of concern related to staff performance to the Division Director and recommends plans of action for improvement.
    • Consults with the Director of Retirement to establish the priorities and objectives for project management initiatives.
    • Coordinates and provides regular status updates on project plans, work plans, assignment logs, deliverables, processes, and procedures to the director and the Department's Office of Project Management & Strategic Planning.

    Minimum Qualifications:

    • Five years supervisory experience with the State of Florida.
    • Strong understanding of budget concepts and processes.
    • Experience leading projects.

    • Florida Certified Contract Manager (FCCM)
    • Florida Certified Contract Negotiator (FCCN)
    • Project Management Professional (PMP)
    • Certified Public Manager (CPM)
