    DEPUTY CHIEF FINANCIAL OFFICERThe Deputy Chief Financial Officer (Deputy CFO) reports directly to the Chief Financial Officer (CFO), and assists with coordination, planning, directing, delegating, administering, and coordinating the financial affairs of the organization; to ensure the organization meets its financial goals and objectives; in accordance with generally accepted accounting principles and other regulatory requirements.

    Ensure continuous total quality management and appropriately assign work activities to meet all company cost, quality, contractual, and quantity requirements.


    PRINCIPAL RESPONSIBILITIES:
    IN COLLABORATION WITH;


    REPORTING DIRECTLY TO THE CFO:


    Works to develop and implement short and long-term finance strategies to align with the organization's Annual Plan and Programs; as well as, develop and monitor the annual budget for the agency.

    Directs the organization's financial planning and accounting practices, as well as its relationship with stakeholders, and the financial community. Creates financial information as needed/directed.

    Manages grant information for all local, federal, other resources, and carry-over funds; assures information is compliant with grant requirements and contracts entered into the organization.

    Acts as advisor from the financial perspective on any contracts into which the organization may enter.

    Determines the accuracy of fiscal information contained in all grant applicationsDirects and monitors work performance of all assigned staff and monitors workflow.

    Directs staff and schedule workflow in appropriate chronological order.
    Prepares and maintains the Authority's budget through oversight of departmental spending and analyses of the organization's financial position.

    Provides necessary financial and economic analysis to aid the organization's decision making; including, but not limited to, long-range revenue and expense projections, cost benefit analysis, ROI, etc.

    Accomplishes goals by communicating job expectations and goals; plans, monitors, and appraises job results; coaches, counsels, and disciplines employees; conducts performance management; initiates, coordinates, and enforces organizational procedures and processes.

    Assesses, prepares, prioritizes, and appropriately administers Accounts Receivable and Accounts Payable.

    Maintains organization's financial records through the development of internal controls to ensure accuracy and compliance with established fiscal policies, applicable laws and regulations and accounting requirements.

    Maintains banking relationships and serves as the primary liaison with financial institutions, IRS, State of Michigan, and County government agencies.

    Deals with insurance related issues, including preparation of annual State of Michigan application for self-insurance.

    Compiles and analyzes financial information to prepare entries to account such as general ledger accounts, fixed asset accounts, and grant accounts; document businessAnalyzes financial information detailing assets, liabilities and capital and prepares balance sheet, profit and loss statements, and other reports to summarize and interpret current and projected company financial position for other managers.

    Audits contracts and vouchers; and prepares reports to substantiate individual transactions prior to settlement.
    Installs, modifies documents, and coordinates implementation of accounting systems and accounting control procedures.

    Makes recommendations regarding the accounting of reserves, assets, andCollects appropriate data and prepares federal, state, and local reports and taxMaintains all accounting records on accurate and current basis and in accordance with generally accepted accounting principles and procedures.

    Directs staff input into an annual expense budget document which will establish monthlyAnalyzes staff expense budget inputs and provide recommendations to CFO to meet annual organizational goals and publish the approved annual Organization ExpenseDevelops and executes an annual Revenue Budget for theDevelops annual Cash Flow Budget and monitors and maintains effective cash flow to facilitate timely payments of all organization liabilities.

    Issues requests for payments against Federal and State approvedResponsible for financial oversight of major organization construction/propertyProcesses essential documents to draw local millageDevelops and organizes materials for Authority Board with Authority FinanceAdministers internal Authority Audit Program, which reviews current staff operations for compliance with operating procedures.

    Monitors financial progress of each grant, keeping State and Federal funding agencies informed through reports, such as Quarterly Progress Reports.

    Prepares monthly budget variance reports and Revenue Expense Report. Completes financial data and submits NTD report in a timely manner.
    Administers and communicates organization's financial policies and standard operating procedures to the staff and employees.

    Performs special projects as assigned and all job duties within the scope and direction of organization policies, procedures, and contractual agreements.

    Ensures safety inspections in work area and brief individuals, asPrepares annual budget working with key staff in all areas of thePromotes and builds good working relationships with staff of the Embraces mission.

    Works with team; assist whenever and wherever needed/required.

    Salary Range:
    $110,134-$140,808 dependent upon experience, educatation and qualificaitons.
