    Description

    Job Summary:

    Provides professional psychotherapy services at assigned clinical sites or Jack Brown Center within the boundaries of competence based on education, training, supervised experience, state, and national professional credentials, and appropriate professional experience. Provides after-hours on-call coverage for the emergency room. Provides clinical and administrative supervision to behavioral health staff at assigned clinics or Jack Brown Center. Ensures compliance with policies and procedures governing Behavioral Health Services at assigned clinics or Jack Brown Center.

    Job Duties:

    Routine duties shall include providing health care services to individuals eligible for services in accordance with the self-governance compact and funding agreement between the Cherokee Nation and the United States executed under the authority of the Indian Self-Determination and Education Assistance Act. Practices only within the boundaries of their competence, based on their documented education, training, supervised experience, state and national professional credentials, and appropriate professional experience. Provides professional psychotherapy services (both individual and group) to patients as the primary therapist. Evaluates psychological, social, and physiological signs and symptoms. Determines the client's appropriateness for admission or referral. Identifies any co-existing conditions (medical, psychiatric, physical, etc.) that indicate the need for additional professional assessments and/or services. Completes required documents for admission to the program, program eligibility, and appropriateness. Obtains appropriately signed consent when soliciting from or providing information to outside sources to protect the client's confidentiality and rights. Provides an overview to the client by describing the extent and nature of the services available to them and the program goals and objectives for client care. Provides an overview to the client by describing program operations, rules, and the client's obligations and rights. Gathers relevant history from the client using appropriate interview techniques. Identifies appropriate assessment tools and explains to client the rationale for the use of assessment techniques in order to facilitate understanding. Develops a diagnostic evaluation of the client's condition(s) based on the results of all assessments in order to provide an integrated approach to treatment planning based on the client's strengths, weaknesses, identified problems and needs and explains results to the client in an understandable manner. Identifies and ranks problems based on individual client needs in the written treatment plan and formulates an agreement with immediate and long-term goals using behavioral terms in the written treatment plan. Identifies the treatment methods and resources to be utilized as appropriate for the individual client. Selects the counseling theory(ies) and techniques to assist the client, group, and/or family in exploring problems and ramifications and examining the client's behavior, attitudes, and/or feelings if appropriate in the treatment setting. Provides individualized counseling in accordance with cultural, gender, and lifestyle differences. Elicits solutions and decisions from the client. Plans, implements, and evaluates the treatment plan while coordinating services for client care. Recognizes the elements of a client's crisis and implements an immediate course of action appropriate to the crisis. Identifies the needs of the client that cannot be met by the counselor or agency and assists the client to utilize the support systems and community resources available. Charts the results of assessments and treatment plans, writes reports, progress notes, discharge summaries, and other client-related data. Maintains detailed progress notes that contain at minimum: 1) Reason for the contact. 2) Assessment of clients current clinical presentation. 3) Relevant history. 4) Specific mental health/clinical interventions by the provider, per type of service and scope of practice. 5) Clients response to interventions. 6) Unresolved issues from previous contacts. 7) Plans, next steps, and/or clinical decisions. If little or no progress toward goals/objectives is being made, describe why. Include the date of next planned contact and/or next clinician action. Indicate referrals made. Address any issues of risk. Consults with appropriate resources to assure comprehensive, quality care for the client. Values objectivity and integrity while providing services, and strives to maintain the highest standard of the profession. Accepts responsibility for the consequences of their work and ensures that their services are used appropriately. Conducts assessments or diagnoses for the purpose of establishing treatment goals and objectives. Performs only those testing and assessment services for which they have been trained and shall be familiar with related standardization and proper application and security of any technique utilized. If using computer-based test interpretations, shall be trained in the construct being measured and the specific instrument being used prior to using this type of computer application. Ensures the proper use of assessment techniques by persons under their supervision. Ensures program descriptions are available that describe how required core services are available to individuals on a daily basis or as publicly posted. Ensures posted information identifies how individuals can access emergency care at times other than the scheduled operating hours for non-emergency services. Makes available the organizational description, mission statement and annual goals to staff and the general public upon request. Ensures each behavioral health provider has in writing, by program component or service the following: a) Description of specific services by program component, including the philosophy of service delivery; b) Descriptions of qualifications required of staff providing treatment and related services; c) Program component goals and objectives, including making progress toward trauma-informed and culturally competent service delivery. Ensures current and complete copies of personnel policies and procedures shall be available to staff at each service location. Ensures that the facility has first aid supply kits and firefighting equipment. Guarantees all employees shall have access to and individually be knowledgeable about their own job descriptions, personnel policies, and procedures, as well as other rules and regulations governing the conditions of their employment. Maintains documentation of each staffs qualifications or training specific to the clinical services they provide within the facility. Completes a written plan for the professional growth and development of all staff. The plan shall be submitted to the Director annually for review. The plan shall include but not be limited to new employee orientation, in-service training and education programs; and mechanism for ensuring outside continuing educational opportunities for staff members. Ensures staff competency development shall be aligned with the organizations goals and incorporate a training plan, training activities, and supervision designed to improve competencies of all staff. Evaluates staff education and in-service training programs annually and results shall be given to the Director in order to implement changes or address any needs. Documents and arranges for in-service training for each employee no less frequently than every twelve (12) months on the following topics: fire and safety; consumers rights and the constraints of the Mental Health Patients Bill of Rights; confidentiality; cultural competence; and impact of trauma. Ensures a screening of each clients service needs is completed in a timely manner and culturally appropriate. Provides accessible co-occurring disorder capable response services for psychiatric and/or substance abuse emergencies, and ensures policies and procedures include no arbitrary barriers to access emergency services based on active substance use or designated substance levels. Assess and responds to psychiatric and/or substance abuse emergencies and shall be available during the facilitys hours of operations and after hours. Ensures that all facilities provide arrangements for emergency services beyond the facilitys scheduled hours/days of operation for consumers admitted to their program. This service shall also include the availability of twenty-four (24) hour referral to higher levels of care than those offered by the facility, including but not limited to inpatient treatment. Plans, designs, conducts, and reports research only in a manner consistent with their current professional code of ethics and the American Counseling Association Code of Ethics, pertinent ethical principles, federal and state laws, rules, and scientific standards governing research with human subjects. Obtains written consent from the joint-custodial parents, custodial parent, legal guardian or legal custodian appointed by the Court before conducting interviews of minor children. Obtains written informed consent of clients BEFORE audio/videotaping or recording or permitting third party observation of their activities. Complies with the applicable state and federal regulations in regard to the security, safety, and confidentiality of any behavioral health services record they create, maintain, transfer, or destroy whether the record is written, taped, computerized, or stored in any other medium. Provides the client a copy of the clients record in accordance with state and federal laws. Maintains verifiable records at an institution or facility that has a published records retention policy that is equal to or exceeds the retention required by federal and/or state regulations. Maintains the confidentiality of any information received from any person or source about a client, unless authorized in writing by the client or required by law or court order. Conducts weekly staffing conferences for a period not less than sixty (60) minutes per week during which clinical treatment and diagnostic cases are presented and clinical interventions are discussed. Assess the Behavioral Health/Jack Brown Center's services and needs by collecting the most current data through systematic assessment methods in order to provide relevant data for the planning process. Forwards data to the Director. Notifies the appropriate Oklahoma State Department and/or Board within thirty (30) days of any change in address, telephone number, and employment and shall make necessary adjustments on the Statement of Professional Disclosure, supplying an updated copy to the appropriate Oklahoma Department and/or Board and Cherokee Nation Human Resources. Furnishes a copy of the Statement of Professional Disclosure, and in the case of a candidate, signed by the supervisor and the candidate, to the appropriate Oklahoma State Department and/or Board. In the counseling setting, two (2) copies shall be signed by both the client or adult caretaker and the counselor. One (1) copy shall be given to the client and the other copy shall be retained by the counselor in the clients file. Reviews in writing and verbally with the client the rights and responsibilities of both the licensed professional and the client. Claims or implies only the professional credentials possessed and shall be responsible for correcting any known misrepresentations of credentials by others. Ensures that the Candidates status is made known to the clients/patients and that the candidates title clearly indicated this status. Renews licenses or certifications and specialty designations before the expiration date. Displays the original license and current license verification card in a prominent place in the primary location of practice, and a current license verification card shall be readily available on the licensed person at any time counseling services are being provided. Provides Cherokee Nation Human Resources with a copy of the Statement of Professional Disclosure, all licensures, certifications, renewal of licensures and certifications, and certifications of supervision from each Board that has granted supervisory authority upon receipt thereof. Retains verification of attendance documents for all continuing education hours claimed for a period of two (2) years. Provides after-hours "on-call" coverage for the emergency room. Other duties may be assigned.

    SUPERVISORY RESPONSIBILITIES

    Directly supervises 5-20 employees in the Behavioral Health/Jack Brown Center. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    Qualifications:

    EDUCATIONAL REQUIREMENT

    Must possess a masters degree in counseling, psychology, social work, alcohol and substance abuse counseling, or a mental health related field from a regionally accredited college or university recognized by the United States Department of Education. The psychologist must possess a doctoral degree in psychology.

    Candidate Supervisor

    Must complete supervisor courses/training and test required by the State Department of Health or governing board.

    EXPERIENCE REQUIREMENT

    At least four (4) years experience in a related field.

    Candidate Supervisor

    Must be licensed in the state of Oklahoma and have practiced in the positions relevant to those proposed to supervise for two (2) years beyond the date of issue of the Oklahoma License. The psychologist must be currently engaged in a practice rendering psychological services to the public on at least a ten (10) hour weekly basis.

    COMPUTER SKILLS

    An individual should have knowledge of Database software; Internet software; Spreadsheet software and Word Processing software.

    CERTIFICATES, LICENSES, REGISTRATIONS

    Must possess a valid drivers license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting ratings. Must meet and maintain pre-employment and periodic background investigation and adjudication for child care. Must possess a Behavioral Practitioner License, Professional Counselor License, or Marital and Family Therapist License, issued by the Oklahoma State Department of Health (OSDH) or a Clinical Social Worker License issued by the Oklahoma State Board of Licensed Social Workers (OSBLSW) or an Alcohol and Drug Counselors/Mental Health License issued by the Oklahoma Board of Licensed Alcohol and Drug Counselors or a Psychologist License issued by the Oklahoma State Board of Examiners of Psychologist. May possess and maintain Certification as a Prevention Specialist by the Oklahoma Drug and Alcohol Professional Counselor Certification Board (ODAPCCB). Possess and maintains Basic Life Support (BLS) Certifications. Must have approval from the Board of the candidate which they are to supervise. Must possess and maintain certification and training for any assessment that requires it to be administered and interpreted.

    OTHER SKILLS AND ABILITIES

    Course work in personality theory, abnormal behavioral, counseling theory; practicum training in psychotherapy techniques, assessment skills, relapse prevention, and after-care procedures used in mental health and substance abuse.

    OTHER QUALIFICATIONS

    Employee must not and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIGs Cumulative Sanction Report, or the GSAs List of Excluded Providers, or listed on the OIGs List of Excluded Individuals/Entities (LEIE).

The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 10 pounds.
