About This Position
Information Technology Services (ITS) provides technology support and services to the city's complex systems of networks and various technology needs of more than 14,000 employees.
Management Services is responsible for the smooth operations of ITS. This includes management of the department's budget, procurement processes, administration, human resources, communications and facilities. The division also performs citywide functions, such as telecommunications accounting and cable televisions licensing.
We are seeking a Contract Specialist II to join our dynamic and innovative Procurement team.
The Contract Specialist II performs advanced level work in writing, procuring, analyzing, evaluating, and comprehending complex professional services and Citywide contracts, as well as legal agreements such as Intergovernmental Agreements and Memorandum of Understandings.
The work of a Contract Specialist II requires the use of critical thinking and analytical skills, initiative and professional judgment.
Opportunity to Underfill at the Contracts Specialist I level.
Individuals that do not meet the minimum requirements below for the Contracts Specialist II may qualify for the opportunity to Underfill at the Contracts Specialist I level.
The Contracts Specialist I works under the general supervision of a Management Assistant II and work is evaluated through meetings, reports, conferences, and overall results achieved.
A Contracts Specialist I must demonstrate proficiency in assigned areas before being eligible for advancement to the Contracts Specialist II level.
This temporary position will be funded through June 2026 with a possibility to be made regular in a future budget cycle.
The temporary position will have benefits but will not earn city retirement credits or participate financially into the city's retirement program.
If the successful candidate is a current City employee, all benefits will still be applicable, and the employee will still contribute to their pension.
Temporary positions are not covered under civil service rules, and thus employment is considered "at-will", and employees may be separated at any time.
IDEAL CANDIDATE
Excellent written and oral communication skills.
Demonstrates exemplary customer-service skills.
Knowledge of local, state, and federal laws and regulations relevant to purchasing, procurement, and principles of accounting.
Ability to:
Break down complex information into comprehensive parts, ask questions, synthesize and analyze information.
Correctly interpret complex laws, regulations, guidelines, agreements, and follow policies and procedures.
Manage multiple projects at once and meet deadlines.
SALARY
Contracts Specialist II:
Pay Range:
$35.08 to $54.42 per hour.
Hiring Range:
$35.08 to $49.36 per hour.
Contracts Specialist I:
Pay Range:
$27.49 to $47.01 per hour.
Hiring Range:
$27.49 to $38.68 per hour.
Pay Range Explanation:
Pay range is the entire compensation range for the position classification.
Hiring range is an estimate of where you can receive an offer.
The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
Promotions occur when the last two digits of the pay grade increase.Demotions occur when the last two digits of the pay grade decrease.
Lateral transfers occur when there is no change to the last two digits of the pay grade.
When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

Minimum Qualifications
Contracts Specialist II:
Three years of experience working with governmental contracts or experience assisting a contracts administrator in contract preparation.

Contracts Specialist I:
One year of experience working with governmental contracts or experience assisting a contracts administrator in contract preparation.

Both Positions:
Bachelor's degree in public or business administration or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
All finalists for positions are subject to a criminal background check applicable to the department or position.
Some positions require the use of personal or City vehicles on City business.
Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record.
Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

The minimum qualifications listed above, plus:
Experience with SAP or other procurement and inventory management systems.
Experience in government (federal, state, or local) or private industry procurement that includes contract development, management and/or administration.
Experience engaging both internal and external stakeholders.
Experience in contract interpreting; and applying local, state, and federal laws, ordinances, rules and regulations.
