    Main Purpose of Job

    The main role of the Apprenticeship and Training Program Manager is to provide direct managerial, administrative and technical support for the outreach, development, administration and monitoring of structured apprenticeship training programs for the Maryland Apprenticeship and Training Program (MATP).

    The Program Manager will supervise and provide direction, technical assistance, advice and guidance to other professional and support staff for the MATP unit as well as Registered Apprenticeship sponsors throughout the state.


    The Program Manager will assist in the development of programs which directly support the growth of the MATP.

    The Program Manager will work to promote and grow Registered Apprenticeship in non-traditional occupations and will foster connections of underrepresented populations to Registered Apprenticeship.


    POSITION DUTIES
    Provides managementand oversight of Maryland Apprenticeship and Training staff.

    Will help to ensure smooth operation ofadministrative office functions to include program reporting, registration ofapprenticeship programs, and the monitoring and maintenance of RegisteredApprenticeship programs and agreements.

    Directly manage and ensure apprenticeship staff are trained on allaspects of registered apprenticeship to include Federal and State Laws,Regulations and Policies.

    Ensure staffread materials, attend meetings and training to ensure employees compliancewith laws, rules, regulations, procedures, policies, and ethicalresponsibilities promulgated by and/or the governing agency.

    Developapprenticeship programs by assisting prospective and established sponsors indeveloping training standards, including on-the-job training and relatedinstruction schedules, affirmative action plans and wage progressionschedules.

    Represent program sponsorsbefore the Maryland Apprenticeship and Training Council (MATC).

    Develop andadminister training materials for existing and new staff to the MATP.Prepare agendas, agenda materials andminutes for Maryland Apprenticeship and Training Council meetings.

    Preparepublic notice Council meetings.

    Prepare Annual Reports as required to includegathering all relevant information and program statistics for all RegisteredApprenticeship and youth apprenticeship reports and outreach materialsincluding all required annual reports to the relevant legislative committees.

    Assistthe Department and Division with the application of and awarding of Grant Awardsto expand apprenticeship and other workforce initiatives.

    Activities willinclude the planning, execution and monitoring of various grant programs aswell as to provide guidance and technical assistance to field staff and/orsub-grantees in order to meet grant performance standards.


    MINIMUM QUALIFICATIONS

    EDUCATION:
    A Bachelors Degree from an accredited college or university in Program Administration, Business Administration, or a related area

    EXPERIENCE:
    Five years of professional experience with administering programs, three of which must include supervision of employees, and overseeing and coordinating the general operations of a unit, developing and providing training for staff

    SPECIAL REQUIREMENTS
