- Act as the key link between the DHS program office and jurisdictions for program management, preparedness, and training.
- Be the jurisdictional subject matter expert supporting DHS CWMD engagement at state and local levels.
- Establish and maintain strong relationships with federal, state, and local partners.
- Facilitate stakeholder meetings to ensure smooth information flow within the biodetection program.
- Coordinate stakeholder plans, protocols, trainings, and exercises.
- Support planning and execution of jurisdictional special events.
- Aid in developing and executing program priorities and efforts.
- Create and review program strategies, plans, processes, guidance, and procedures.
- Assist in responding to internal and external requests for information.
- Support initial response activities following a detection.
- Identify and address information sharing needs.
- Share best practices and lessons learned with stakeholders.
- Provide monthly report updates on jurisdictional activities.
- Be on call for remote response during evenings, weekends, and holidays.
- Travel occasionally, around 10% yearly.
- Education: Bachelor's degree in public health or related fields like biodefense, biological sciences, epidemiology, or homeland security.
- Experience:
- Doctoral degree: 5 years of relevant experience.
- Master's degree: 10 years of relevant experience.
- Bachelor's degree: 15 years of relevant experience.
- Strong work ethic and time management skills.
- Exceptional relationship building skills.
- Ability to obtain and maintain both DHS Suitability and a Secret clearance. Must be a U.S. citizen.

It is an Offsite position, and candidates must be based in the San Diego, CA area.
With the threat of transnational terrorism and ongoing development of weapons of mass destruction (WMD) by nations potentially hostile to the U.S., DHS is integrating its radiological, nuclear, chemical, and biological capabilities to enhance the nation's ability to prevent the use of WMD by threat actors. LMI provides advisory and assistance services to DHS Countering Weapons of Mass Destruction Operations Support Directorate.
