    • Primary Working Hours: M-F; 8-5; flexibility is allowed by Division / Chief Innovation Officer (CIO) approval.

    • Telework Status: Telework allowable with CIO approval.
    • Supervisory: This is a supervisory position.
    • Travel: Applicants must be willing and able to fulfill all job-related travel normally associated with this position. Typically, minimal travel is required.
    ****This position is based in Oklahoma City, Oklahoma. Candidates must reside in or be willing to relocate at their own expense to the Oklahoma City area.****

    Position Essential Functions
    • Evaluate emerging technologies and trends to identify opportunities for modernization and optimization of existing systems and applications.
    • Collaborate with key stakeholders, including agency leadership, business units, and external partners, to understand requirements, gather feedback, and ensure alignment with business objectives.
    • Develop and execute a strategic roadmap for modernizing the agency's application portfolio, leveraging C#, Python, Cobol, and Java expertise to drive innovation and efficiency.
    • Oversee the planning, execution, and delivery of IT modernization projects, ensuring they are completed on time, within budget, and meet quality standards.
    • Continuously monitor and optimize application performance, scalability, and reliability to meet the evolving needs of the agency and its stakeholders.
    • Implement robust security measures and ensure compliance with regulatory requirements, protecting sensitive data and mitigating cybersecurity risks.
    • Recruit, hire, train and supervise staff, or participate in staffing decisions.
    • Develop and interpret organizational goals, policies, and procedures.

    Valued Knowledge, Skills, Competencies and Abilities

    Knowledge of -
    • Software development life cycles, object-oriented programming, relational databases, user interfaces, business processes, testing technology, and code analysis.
    • Current trends and developments in information technology.
    • State and federal funding processes.
    • Robotic process automation implementations to accelerate business functions.
    • Leveraging artificial intelligence and machine learning to simplify customer engagement.
    Skill and Competencies -
    • Excellent communication, collaboration, and problem-solving skills.
    • Strong proficiency in Java, Python, Cobol, and C# programming languages.
    Ability to -
    • Work as a liaison with management and technical staff to communicate the mission, goals, and vision, and to build trust and confidence within the department Exercise good judgment in analyzing situations and making decisions.
    • Review and analyze user requests and other information.
    • Formulate programs and plans that assess policy and program feasibility and include realistic short and long term goals and objectives.
    • Delegate, manage, and implement change to improve operations.
    • Design appropriate programs and systems while adhering to deadlines.
    • Listen, coach, mentor, and develop effective teams.
    • Lead teams through modernization efforts.
    • Develop in Java, Python, Cobol, C#
    Physical Demands/Work Environment

    Work is typically performed in a professional setting with climate-controlled settings and exposure to noise levels determined by the office environment. While performing the duties of the job, the employee is required to talk, stand, walk, and reach with hands and arms requiring periods of sitting or standing and daily use of computer and phone. It also requires the occasional use of the office machinery in accordance with safety and security protocols.

    Minimum Qualifications

    Education and Experience requirementsat this level consist of
    • Bachelor's Degree in Computer Science, Information Technology, or related field.
    • Minimum of 5 years of experience in application development, with at least 3 years in a leadership role, or equivalent combination of education and experience. One year of experience in application development may be substituted for each year of required education.
    Special Skills/Requirements/Preferences
    *Computer Skills - Employee must be capable of proficiently using OESC's standard software (Microsoft Office - Word, Outlook, Excel, Access, and Teams), and the Internet, as well as proficiency to learn other software as needed.

    *Employee must be capable of lifting, carrying and moving objects of up to 25 pounds.
