    The Pinellas County Department of Public Works, Division of Environmental Management is currently seeking a Project Coordinator - Administrative to oversee its Municipal Separate Storm Sewer System (MS4) Permit Program. This position performs administrative and technical work managing and coordinating activities required under the County's State and Federally mandated National Pollutant Discharge Elimination System (NPDES) Permit, and supervises Environmental Specialists engaged in NPDES compliance and outreach programs. Duties include implementing the County's Stormwater Ordinance and related activities; coordinating permit requirements and annual reporting with the county departments involved; and leading the co-permittee team consisting of 21 municipalities and the Florida Department of Transportation (FDOT).

    This position requires in-depth knowledge of Federal, State, and local NPDES regulations; experience in illicit discharge compliance and remediation; experience with construction site inspection and Best Management Practices; and an understanding of water quality principles. Work is performed with a high degree of independence and latitude in the use of technical discretion and judgment. This position is a Monday-Friday, 8:00AM-5:00PM work schedule. Located at US Hwy.19, in Clearwater, FL.

    What Would You Do?

  • Manage the County MS4 Permit Program; coordinate permit related activities and annual reporting with affected departments.
  • Coordinate state audits and permit renewals; respond to permitting agencies as required.
  • Implement and track all NPDES activities tasked to the Division of Environmental Management, including the Illicit Discharge Compliance Program; Sediment and Erosion Control and Spill Prevention and Response Training; industrial inspections; and related outreach efforts.
  • Coordinate the MS4 co-permittee group, including regular meetings and permit renewals.
  • Coordinate and manage interlocal agreements with MS4 co-permittees involving related budget, resources, and deliverable reporting.
  • Assess the impact of new legislation on the County's MS4 program; recommend implementation of activities to ensure compliance with State and Federal regulations.
  • Plan, oversee and evaluate the work of subordinate Environmental Specialists; provide mentorship and assistance.
  • Investigate, document, and report stormwater violations and determine enforcement action and abatement strategies. Lead enforcement meetings and serve as an expert witness as necessary.
  • Coordinate staff and prepare supplies and lab analysis as needed for special sampling events. Analyze results and provide enforcement action recommendations.
  • Participate in various environmental monitoring program activities in support of the MS4 permit, such as water quality, benthic, seagrass, and biological monitoring.
  • What Do You Need To Have?

  • 8 years' experience in the assigned field of responsibility including 1 year experience as team lead or supervisor.
  • Bachelor's degree in environmental science or related field and 4 years' experience as described above; or an equivalent combination of education, training, and/or experience.
  • Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Candidate to acquire and maintain the Florida Stormwater, Erosion, and Sedimentation Control Inspector Training & Certification Program (FSESCI) within six months of beginning employment and complete the State's FSESCI Train the Trainer program within 12 months of beginning employment.
  • Highly Desirables

  • FDEP FSESCI and Train the Trainer certifications.
  • Experience with Florida Construction Generic Permits, Multi-Sector Generic Permits, and Stormwater Pollution Prevention Plans.
  • Experience with contract management.
  • Experience with stormwater outreach program management.
  • Knowledge, Skills, and Abilities

  • Knowledge of state and federal NPDES permitting regulations.
  • Knowledge of MS4 permit requirements, annual reporting, and permit renewals.
  • Knowledge of environmental compliance practices, including issuing compliance actions and proper documentation.
  • Knowledge of water quality sampling practices and ability to interpret results.
  • Skill in planning, developing, evaluating, and implementing policies and procedures.
  • Skill in team building, facilitation, networking, and negotiations.
  • Skill in making formal, oral presentations to groups.
  • Ability to coordinate, lead, and supervise work completed or performed by others.
  • Ability to partner with other agencies and organizations, to plan, coordinate, and manage delivery of environmental regulatory programs.
  • Ability to use computer applications and software, including basic ArcPro GIS.
  • Ability to make decisions in accordance with laws, regulations or policy and apply these to work problems.
  • Ability to develop effective office or field work procedures and to develop training programs.
  • Ability to communicate effectively in verbal, written, graphic and visual form.
  • Ability to effectively enforce appropriate policy and rules with tact and courtesy.
  • Physical/Mental Demands

    The work is light work which requires exerting up to 40 pounds of force occasionally, and/or up to 20 pounds of force to move objects. Additionally, the following physical abilities are required:

  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Crawling: Moving about on hands and knees or hands and feet.
  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
  • Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
  • Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Standing: Particularly for sustained periods of time.
