- Manages all public disclosure/information requests impacting the Law Enforcement Program specific to body worn camera video footage.
- Serves as program level expert for public records requests related to body worn camera footage.
- Receives incoming requests, coordinates program responses, and tracks Program progress in fulfilling requests primarily related to body worn camera footage, but also other relevant law enforcement records.
- Analyze records requests specific to body camera footage and identify responsive video records.
- Review video recordings to ensure that sensitive footage is appropriately redacted in accordance with RCW and other applicable state law.
- Utilize video redaction software within the body worn camera system to mark and apply redactions in accordance with RCW
- When requested by officers, share body worn camera footage with local law enforcement agencies, prosecutor's offices, and other authorized personnel and entities. (Responds to requests for judicial sharing consistent with law enforcement best practices.)
- Coordinates AG requests for body worn camera video footage with the Enforcement Program Criminal Justice Liaison.
- Maintain chain of custody when providing body worn camera footage for case discovery.
- Provide Body Worn Camera footage to Command Staff and Office of Professional Standards as requested for Administrative Investigations.
- Provide Body Worn Camera footage to CAPE as requested for media releases or public outreach.
- Acts as a liaison with WDFW Public Disclosure Officer in the Public Records Unit for records relating to body worn camera records.
- Ensures the Program meets agency and state records retention requirements in relation to body worn camera video records.
- Tracks case adjudication status in JIS to ensure body worn camera footage is flagged for proper retention within the BWC software.
- Ensures all BWC camera recording evidence is properly cataloged and can be easily accessed and cross-referenced with associated case files in Spillman.
- Verify accuracy of system generated tags for CAD calls/incidents through the BWC vendor.
- Link applicable Flex Law Incident Reports with BWC video evidence when link is not system generated.
- Coordinates technical errors with video and Law Incident Report/Calls for Service linkage.
- Assist Enforcement Program supervisors and staff in use and navigation of BWC software to locate specific video files.
- Collaborate with the Enforcement Program Training Unit to effectively utilize BWC footage towards identified training and policy deficiencies that need to be addressed.
- This position would be one of two that has the ability to download footage from the system. Supervisors can view the footage for auditing purposes, but for actual downloads this Forms and Records Analyst would be the point of contact.
- Provide support to the BWC Program Manager with the technical aspects of managing records derived from the BWC recorded footage.
- Assists the BWC Program Manager with quality assurance of body worn camera audit functions.
- Assist with formatting Standard Operating Procedures Manuals for the program.

- Work is generally performed in an office setting within the headquarters of the Law Enforcement Program; position requires extensive computer use and sitting.

- This position normally works 8:00-5:00, Monday-Friday, but may be required to work occasional weekends and evenings, depending on workload.

- Some travel may be required throughout the State and country to attend and provide training, meetings, and conferences.

- Associate's degree and one year of experience with public records requests or discovery.
- A high school diploma and three years of experience managing public records requests for a governmental agency OR equivalent education/experience.

- Proven attention to detail, with the ability to review high volumes of documents for possible redactions and records retention without errors using Adobe Pro and/or equivalent redaction software tools.
- Demonstrated ability to effectively communicate, independently analyze, and weigh the risks versus benefits in decisions and recommendations related to public disclosure issues.

- At least three years experience with Microsoft software programs, including Word, Excel, PowerPoint, SharePoint, Outlook, and the ability to maintain databases.
- Must be willing to be fingerprinted and undergo a background investigation.
- A Bachelor's degree in criminal justice, public administration, communications, public affairs or a related field.
- Experience working in a law enforcement or correctional setting.
- Experience in information technology services or video editing/law enforcement body-worn video editing or forensic video.
- Experience administering or working in digital evidence video systems.
- Experience and familiarity with body worn camera records management systems and video editing and redaction software.

Do you have a keen eye and possess an attention to detail skillset? The Body Worn Camera (BWC) Public Records Coordinator supports the agency's mission by helping to conserve the state's natural resources through proactive coordination of public disclosure requests related to body worn camera footage, ensuring that the Program adheres to agency and state records retention requirements, and assisting with the analysis of body worn camera records.
The BWC Public Records Coordinator is responsible for coordinating the search and review of Body Worn Camera footage and other program records in response to public disclosure requests and/or other law enforcement-related inquiries.
