    Position Summary

    :

    The Grants Manager will play a pivotal role in developing the strategy and infrastructure for a coordinated grants administration program Countywide. In addition to establishing new relationships with potential funders and researching and evaluating grant opportunities, the Grants Manager will support multiple County departments and agencies in completing grant applications and will manage the overall process to build efficiencies across the system.

    Grant Administration

  • Evaluates and advises on Allegheny County grant opportunities at the federal, state, and foundation levels.
  • Engages with County leadership to streamline and coordinate grant opportunities between County agencies and other government, private, and nonprofit partners.
  • Proposes grant-related policy and project recommendations.
  • Develops strategies for growing potential funder relationships both locally and nationally.
  • Assists Allegheny County departments, agencies, and authorities with the identification and completion of grant applications.
  • Builds and maintains relationships with federal, state, and local officials and granting agencies to create development opportunities.
  • Promotes the goals and objectives of the County as determined by the County Executive.
  • Participates in the development of systems that streamline the County's ability to seek grant funds and increase organizational capacity.
  • Researches information and data necessary for grant applications and grant reporting.
  • Edits and organizes grant documents written by other staff or departments.
  • Maintains necessary records, files, reports, databases, calendars, and resource materials pertinent to County grant activities.
  • Completes and submits grant applications as required.
  • Performs other duties as required or requested.
  • Project Management

  • Partners with senior County leadership to ideate, fund, and carry out projects that align with Administration priorities.
  • Manages the relationships and communication with all stakeholders, ensuring projects are delivered to the highest quality.
  • Creates long and short-term plans, including setting targets for milestones and adhering to deadlines.
  • Serves as point of contact for teams when multiple units are assigned to the same project to ensure team actions remain in alignment.
  • Defines project strategy and adjusts project schedules, budgets, targets as well as leadership and stakeholder updates as needed.
  • Provides project updates on a consistent basis to leadership and various stakeholders about strategy, adjustments, and progress.
  • Manages contracts with vendors and suppliers by assigning tasks and communicating expected deliverables.
  • Coordinates appropriate internal and external staff and resources.
  • Performs other duties as required or requested.
  • Knowledge, Skills, and Abilities Knowledge of:

  • Grant administration concepts, research, and funder relationship building.
  • Grant budget/funds management and compliance.
  • Finance and accounting.
  • Non-profit and public sector and/or government operations.
  • Skill in:

  • Project Management
  • Project Management applications or software
  • MS Office Suite proficiency including Word, Excel, SharePoint, PowerPoint, Teams, etc.
  • Ability to:

  • Manage multiple complex grants, related budgets, and projects.
  • Work independently and collaborate with diverse individuals and teams.
  • Communicate effectively verbally and in writing.
  • Define, prioritize, and schedule deliverables, allocate resources, and track progress.
  • Residency: Allegheny County within 1 year.
