Under the immediate supervision of the Asst.
City Engineer, the newly created Engineering Inspector - Civil, will function as a key team member within the recently established Engineering Department.
This department was created to provide an additional level of technical knowledge and oversight to help ensure that growth and development within the City of Winder's is appropriately managed and monitored.
Primarily conducts field inspections and documents observations of the installation of public infrastructure such as roadways, stormwater drainage systems, retaining walls, sidewalks, multi-use trails, and landscaping.
Inspector ensures compliance with the City's construction-related standards and specifications.Duties may also include performing site development related inspections to ensure compliance with Local, State, and Federal requirements regarding soil erosion, sedimentation and pollution control, stormwater, parking, flood plain and other applicable standards and regulations.

Essential Duties and Functions:
Conducts field inspections of the installation of public infrastructure including, but not limited to, roadways (sub-grade, base and paving, curb and gutter, sidewalks, striping, signage, stormwater drainage, etc.), retaining walls, multi-use trails and landscaping to certify conformance with approved plans.
Identifies and documents any product, installation or construction related deficiencies, helps determine if proposed remedies are acceptable and ensures results satisfy City's requirements and expectations.
Thoroughly documents through written and visual means, the progression of work associated with a project.Thoroughly documents through written and visual means the before, during and after conditions of the area within and around the limits of construction.
Participates in the planning and scheduling associated with projects and may act as a liaison with contractors to help ensure that potential impacts to the public are minimized.
Assists with the review of construction invoices by confirming that payment amount submitted matches the quantity of materials stored and/or installed and the amount of work performed.
Receives, evaluates, and investigates construction related complains.May assist Engineering Inspector for Site Development conduct field inspections of residential and commercial construction sites to ensure compliance with site development related Local, State, and Federal standards and regulations; created and maintains associated inspection records.
Performs other related duties as assigned.Knowledge, Skills, and Ability:
Knowledge of City and department policies and procedures.
Knowledge of infrastructure installation related Local, State and Federal standards and regulations.
Knowledge of occupational hazards and safety precautions.
General knowledge of accepted surveying, engineering, and construction practices.
Skilled in using independent judgement and discretion.
Skilled in prioritizing and scheduling assignments.
Skilled in communicating effectively with contractors, developers, the general public and members of diverse cultural and linguistic backgrounds.
Skilled in basic computer applications for word processing and spreadsheets.
Ability and willingness to attend job related technical training provided by entities like the Georgia Dept. of Transportation.
Ability to create and maintain routine records.
Ability to utilize City permitting and inspections software.
Ability to establish and maintain cooperative and effective working relationships with others.
Ability to operate City vehicles.
Licenses and Certifications Required:
Requires a valid State of Georgia Driver's License and must maintain valid license and good driving record.
Georgia Soil & Water Conservation Commission Level B Inspector Certification or the ability to obtain certification within three (3) months of hiring.
Associate's degree or two (2) years related experience or equivalent combination of education, training, and experience to meet the required duties and responsibilities for this position.
