    Summary

    This position is located on the Program Staff at a Natural Resources Conservation Service (NRCS) State Office. The incumbent serves as an analyst for the implementation and tracking of Easement Program applications and acquisitions, contracting activities, and related programmatic and administrative duties serving as an acquisition specialist.

    Duties
    • Tracks Easement program accomplishments, funding status, and fund obligation. Proficient in developing, analyzing, interpreting, and maintain Easement Program database and spreadsheets.
    • Gathers and analyzes Easement Program information for state leadership staff. Provides assistance in presenting policy, process, and program proposals for management consideration and implementation.
    • Serves as a liaison with the Regional Office of General Council (OGC) to ensure that preliminary title opinion documents are complete, and reports deficiencies to Easement Specialist or Realty Specialist.
    • Ensures that program updates, guidance and other relevant documents are posted to the programs SharePoint site.

    Qualifications

    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

    Specialized Experience:To qualify for the GS-09 grade level, you must possess at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service, or comparable experience not gained through federal service. Example of specialized experience is defined as the following: tracking fund allocations and obligations; developing, analyzing, interpreting, and maintaining databases and spreadsheets; presenting policy, process and program proposals; applying analytical and evaluative techniques to resolve problems; and assembles information and prepares reports. OR

    Education Substitute: Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LLB or J. D if related; OR

    Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position.     • Physical Demands: The work is primarily sedentary in nature and usually performed while seated at a desk. The job will require some physical exertion while walking and traveling to attend meetings and conferences, as well as carrying of light items such as papers, books, folders, etc.
    • Work Environment: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meetings, training rooms, and government and commercial vehicles. The workplace is adequately lighted, ventilated and climate controlled.

    Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating.
