    Introduction

    The Maryland Insurance Administration (MIA) is\r
    an independent State agency that regulates Maryland's $46 billion insurance\r
    industry and protects consumers by monitoring and enforcing insurers' and\r
    insurance professionals' compliance with State law. Through the diligence of a\r
    highly professional staff of market analysts, financial analysts, accountants,\r
    lawyers, law enforcement officers, actuaries, complaint investigators, and\r
    others, the MIA works to facilitate a strong and competitive insurance\r
    marketplace where consumers are well informed and treated fairly. Staff members\r
    are subject matter experts who serve as a resource for lawmakers, consumers,\r
    and other public and private entities.\r

    The MIA is charged with a broad range of\r
    responsibilities including the licensure of insurance carriers and insurance\r
    producers (brokers/agents) operating in Maryland, the conduct of financial\r
    examinations of companies to monitor financial solvency, and the review and\r
    approval of rates and contract forms. The MIA investigates reports of consumer\r
    fraud and consumer complaints about life, health, automobile, homeowners,\r
    and/or property insurance. Insurance carriers are subject to market conduct\r
    examinations and other actions to monitor compliance with Maryland law. The MIA\r
    also has a unit dedicated to consumer education and outreach, which\r
    participates in hundreds of events and reaches thousands of individual\r
    consumers annually.\r

    POSITION DUTIES

    The Maryland Insurance Administration is recruiting for the\r
    position of Associate Commissioner, Insurance Fraud and Enforcement\r
    Division.� The Associate Commissioner reports directly to the Insurance\r
    Commissioner and oversees the agency's enforcement of laws and regulations\r
    relating to insurance fraud and the conduct of professional licensees,\r
    including producers. This position is responsible for the daily operation of\r
    the MIA's Fraud Division and oversees investigations of civil fraud by\r
    insurance companies, producers, consumers and the general public. This also\r
    works closely with Assistant Attorneys General and law enforcement officials in\r
    the investigation of criminal insurance fraud, including the pursuit of\r
    criminal charges against persons or entities who have committed fraudulent\r
    insurance acts. This position also oversees the Professional Licensing\r
    Enforcement Unit which investigates misconduct by professional licensees of the\r
    Administration, including insurance producers and, where appropriate, issues\r
    disciplinary orders against licensees or cease and desist orders against person\r
    acting without a license.�� This position may be required to give\r
    testimony in civil, criminal or administrative proceedings.\r

    MINIMUM QUALIFICATIONS

    Education:� �A bachelor's degree from an accredited\r
    college or university.\r

    Experience: Minimum of ten (10) years of experience investigating\r
    insurance fraud or white-collar crimes, of which seven years must have included\r
    supervisory responsibilities.\r

    Note:\r
    �\r
    Additional experience investigating insurance fraud or\r
    white-collar crimes may substitute on a year-for-year basis for up to four\r
    years of the required education.\r
    Ten (10) years of investigative work or law enforcement experience\r
    that included supervising staff and five (5) years experience investigating\r
    insurance fraud or white-collar crimes may substitute for the minimum\r
    qualifications as stated above.\r
