    PURPOSE OF POSITION:

    Responsible formanaging vehicle traffic flow and safe passenger movement during cruise ship days and maintaining physical and directional implementations such as chalking, cones, barriers, directional signage, vegetation mitigation and other.

    Assists with vendor access and setup and helps to safely direct more than 200,000 incoming passengers to the appropriate mode of transportation.


    Duties and Responsibilities:

    Coordinates daily operations with the Seward Port Managers to ensure that vehicles, freight traffic, and passenger traffic move smoothly and safely through the terminal, main drives, pedestrian pathway and uplands.

    Coordinates with ongoing construction and freight traffic to ensure traffic patterns are not conflicting with other terminal operations. Ensure traffic barriers, chalked lines, and directional signage are up to date and reflect the daily traffic flow. Direct and control pedestrian flow at crosswalks, provide directions to passengers as needed and manage customer lines when necessary.
    Assesses the safety and security conditions in and around the terminal reserve including passenger dock and terminal. Reports conditions to Port Managers and provides clean up or coordinates addressing item identified.
    Other duties to support passenger and freight traffic flow as assigned by the Seward Port Managers.

    FACTOR 1:
    Technical and Operational KnowledgeRequires knowledge of passenger operations and directing safe movement of pedestrians.

    Ability to coordinate with multiple entities and drivers to ensure smooth and safe traffic flow and passenger flow in the terminal operating area.

    Knowledge and experience in problem solving and conflict resolution between multiple parties. Exercises sound judgment in making critical decisions.

    FACTOR 2:

    Analytical Skills and ImpactAbility to make critical decisions, to analyze complex information, identify problem areas, and to develop plans to address identified issues.

    Coordinates traffic flow between contractors, passengers and various transportation providers.

    FACTOR 3:
    Supervision and ControlThe incumbent has no direct supervisory responsibilities. Provides oversight and direction to transportation providers, railroad, and passenger personnel. Manages and evaluates traffic patterns, pedestrian travel, and contractor movement in the terminal operating areas.

    FACTOR 4:
    CommunicationMust be able to communicate effectively, verbally and in writing.

    Contacts are made mostly in person, and via telephone and email with ARRC employees, ARRC tenants, permit holders, personnel in private business and government agencies, and the general public.

    Contacts are made for the purpose of coordinating continuously changing traffic patterns and operations.

    FACTOR 5:
    Working ConditionsMajority of work will be performed outdoors in all types of weather conditions. Some work may be performed inside the terminal building and in an office environment. Some light lifting may be required, up to 50 lbs.

    Requires the ability to travel for a few days at a time and be able to provide own local transportation.

    Minimum QualificationsEducation RequirementsHigh school graduation or GED equivalent.
    Work ExperienceExperience in managing and communicating with multiple entities is a requirement. Knowledge of the local community including its history and attractions is preferred.
    Certification/License RequirementsMust have a valid driver's license.
    Ability to obtain a TWIC card.
    Preferred QualificationsHolds a valid and active TWIC card.

    Alaska Railroad Corporation BenefitsThe following briefly describes the main benefits available to regular employees of the Alaska Railroad Corporation. Actual benefits differ by bargaining unit.
    Retirement PlansARRC Pension Plan
    • Participation is mandatory.
    You are automatically enrolled in the Plan when you meet the eligibility requirement of your bargaining unit. Employees contribute 9% of their Earnings on a pre-tax basis. The Railroad is exempt from participation in Social Security; however, Medicare Tax is withheld.

    Participants vest with 5 years of eligible Vesting Service which entitles one to receive a pension benefit at retirement age.

    Tier 2 Description (Employees hired after July 1, 2015)

    Normal Retirement Age is age 65, however, the plan allows one to retire as early as age 60. The formula for a monthly Normal Retirement Benefits is 2% x Final Average Earnings x all Credited Service.
    Early retirement, survivor and disability benefits are available for vested participants.401(k) Tax Deferred Savings Plan
    • Participation is optional.
    You may enroll once you meet the eligibility requirement of your bargaining unit. Depending on the bargaining unit, there may be an employer match.457 Deferred Compensation Plan
    • Participation is optional for non represented employees.
    Insurance and Flexible Spending PlansAll plans are optional except the RR Dental Plan for bargaining unit employees.

    Health Insurance PlanA comprehensive health insurance plan, self-insured by the ARRC and administered by Premera Blue Cross Blue Shield of Alaska.

    Coverage is also available for the employee's spouse and dependent children. ARRC and the participant share the premium cost. Bargaining unit employees are Eligibility after 90 days, and non-represented employees are eligible as of the date of hire.

    The Railroad offers a Prefered Provider Organization plan (PPO Blue Essentials) and a Consumer Directed Healthcare Plan with a Health Saving Account (Gold Essentials).

    The Plans have the following features.
