    The Illegal Migration Act (IMA) puts greater demands on the Home Office to increase its cross-system coordination across the end-to-end Illegal Migrant Pathway.

    The Illegal Migration Operations Command (IMOC) will be focused in the coming months on the operationalisation of the new act.

    At the heart of this will be a new Illegal Migration Command HQ (IMOC HQ).

    IMOC HQ will deliver cross-system campaigns and operations to reduce illegal migration to the UK and tackle organised immigration crime overseas.


    As this is a newly established unit the post holder will have an opportunity to support and shape the development of the Campaign Management Office which sits within Downstream Campaigns Operations.

    The Downstream Campaigns Operations team are responsible for driving IMOC HQ operations and projects where central intervention and oversight is required in the form of surge teams, tiger teams and general support on operations where operational teams must maintain BAU operations.

    The expectation is for the successful candidate to provide seamless project delivery within the Campaign Management Office.

    The candidate will also act as a conduit between other business areas such as Immigration Enforcement, Border Force etc to ensure clear lines of communications, adherence to key priorities and deadlines and support the delivery of shared aims and objectives.

    Job Description

    The successful applicant would be expected to:

    Support the G7 Project Lead to deliver against unit objectives

    Provide seamless delivery of projects and programmes

    The use of project tools to support delivery.


    Build strong networks across Home Office, working collaboratively with colleagues across the business to develop and align processes, support sharing of best practice and drive forward key priorities.

    Support IMOC HQ to embed within the business and to deliver their overarching aims.

    Support and enable wider directorate objectives including supporting corporate initiatives.

    Have good leadership skills, be a strong team player with the ability to think strategically and work at pace

    Ability to work in an ambiguous working environment

    Some travel will be required.

    Travel and subsistence costs will be reimbursed in line with standard Home Office policy.

    Responsibilities

    The Project Managers will be responsible for project delivery of departmental and business area objectives.

    Key responsibilities of the role will include:


    Delivery – Delivery of project agreed outcomes within time, taking into consideration cost and quality constraints, differentiating between interim delivery (possible minimum viable product/service – MVP/MVS) and longer-term strategic delivery.


    Project Management – Day to day management and leadership of projects, setting project controls and managing effective transitions between project phases.

    Benefits Realisation – Supporting delivery of the agreed Business Case benefits and outcomes.

    Ensuring that appropriate Benefits Realisation Strategy are in place and a means to monitor longer term delivery of benefits against the Business Case.


    Stakeholder Management – Building consensus across a large and diverse range of stakeholders, successfully managing engagement and communications to ensure buy-in and ownership, bringing in senior level support when required.


    Risks & Issues – Ensuring that strategic and operational risks and issues are identified, prioritised, assessed, and appropriate mitigating actions developed, implemented, and monitored throughout the life cycle of the project.

    Engaging senior stakeholders and specialists where appropriate.

    Governance – Supporting effective governance and decision making. Providing accurate reports and engaging in governance forum reviews on delivery.

    Assurance – Engage with assurance processes such as gateway reviews and progress action on identified recommendations.

    Change Management – Working in partnership with specialists to ensure that effective Change Management processes are in place.

    Guidance & Support – Providing support, guidance and coaching for the project team. Show commitment to personal development. Promoting effective individual and team performance.

    Project Performance & Controls – Ensuring that project visions are cascaded effectively and translated into delivery objectives. Develop and maintain Project Plans, identifying and setting appropriate Project Controls, managing performance and reporting progress to business leads.


    Planning – Providing clarity on project timelines to define what, when and how activities will be organised to ensure the outcomes of a project can be achieved, with the resources available.


    These duties are not exhaustive, and the post holder will be required to undertake such tasks as may reasonably be expected within the scope and grading of the post.

    Essential Criteria

    The candidate must have, or show potential for:


    Experience of working in a Project or Programme team or environment and tracking and monitoring delivery against established complex project plans with tight deadlines.

    Effectively managing project risks, issues, dependencies, and assumptions.


    Demonstrating strong communication, influencing and interpersonal skills, with the ability to identify and adapt your style to the audience using different mediums.


    Good problem solving and organisational skills, with the ability to develop and implement effective project delivery processes to ensure the delivery of successful project outcomes.

    A track record of successfully collaborating with a range of internal and external partners. Identifying, building and maintaining these strong relationships across departments.


    Ability to identify and flag issues or potential barriers and mitigations to the effective running of the project management function.

    Self-starter, with a track record in independent working - providing high quality work as tasked without supervision.

    Resilient under pressure, ability to work at pace and adapt to changing work prioritisation at short notice.

    Confident handling challenge and responding to the needs of all.

    Desirable criteria

    A relevant Project Management qualification for example: Agile; MSP; Prince II; APM.

    Strong awareness of current and emerging political and illegal migration policy issues

    The sift will be held on the behaviour Changing & Improving and the statement of suitability (personal statement). The CV will not be scored.


    However, if a large number of applications are received, an initial sift will be conducted on the Statement of Suitability.

    Candidates who pass the initial sift will then be progressed to a full sift which will include the lead behaviour.

    If you are successful at sift stage, you will be invited to an interview which will be behaviour-based questions.

    For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance.

    You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV.
