    Realty Specialist at Bureau of Land Management in Coeur d'Alene, Idaho, United States Job Description Summary Explore a new career with the BLM - where our people are our most precious resource.

    Responsibilities Completes lands and realty casework, making defensible recommendations on a wide variety of lands and realty actions including rights-of-ways, communication sites, land acquisition and disposal, Recreation and Public Purposes actions.

    Prepares environmental documents on all types and complexities of realty casework. Provides expert advice and responds to inquiries regarding laws, regulations, agency policies involving the lands and realty program. Prepares, collects, evaluates and consolidates land use data. Coordinates complex lands actions with surface reclamation specialist and law enforcement.

    For GS-9: You must possess one (1) full year of specialized experience at or equivalent to the GS-7 level that is equivalent in difficulty and complexity as indicated by the following examples: researching, preparing and processing property transactions, reviewing legal descriptions, preparing deeds and/or lease instruments; verifying the accuracy of leases; and preparing land use agreements.

    Also, under direct supervision completed routine actions that encompassed calculating and determining routine realty and lands cost recovery; conducted routine on-site compliance examinations on rights-of-way, permits, and other use authorizations; and prepared responses to routine inquiries concerning use, occupancy, and other actions on public land.

    Responsible for record management/retrieval, utilizing automated software. All experience at this level must be non-commercial, non-residential.


    OR Education:

    earned a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.

    You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education.

    For GS-11 You must possess one (1) full year of specialized experience at or equivalent to the GS-9 level that is equivalent in difficulty and complexity as indicated by the following examples:

    experience processing various types of land cases such as public sales, oversight for rights-of-ways, Recreation and Public Purpose leases and conveyances, Federal Land Policy and Management Act (FLPMA) 302 permits and leases, Desert land entries, Indian Allotments, withdrawal review and action, military use activities, conveyance documents preparation and issuance, and data, billing, and collections administration.

    Independently leads or individually gathers, analyzes, and processes information, and makes defensible recommendations on a wide variety of complex and controversial lands and realty actions.

    or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

    Physical Demands:
    The work is split between sedentary and physical.

    Because the employee may lead or often conduct on-site examinations, there is some walking, standing, bending, and requiring normal physical exertion.

    Onsite visits require physical ability to traverse remote rough country by cross country vehicle or by foot, sometimes in extreme climatic conditions to conduct field inspections.

    The field duties of this position require that the emploee operate four-wheel drive vehicles on and off roads in isolated areas.


    Work Environment:
    The environment involves everyday risks or discomforts that require normal safety precautions. The work environment varies from an office setting to working outside in isolated areas under adverse weather conditions. The employee usually works alone while in the field. Temperatures in the field vary from minus 10 degrees Fahrenheit to 105 degrees Fahrenheit. Work in the office will generally be at a desk.

    The employee will adhere to all safety rules and regulations as prescribed in manuals/supplements ro by the designated Safety Officer.
