    POSITION DESCRIPTION:
    The Program Manager III will be responsible for the daily operations of the Housing Services program in Skagit County.

    The Program Manager III will assure that all services will be in compliance with licensing standards and State and County regulations, along with the established CCSWW Housing policies & procedures.


    The Program Manager III will ensure that all staff are trained and are following correct day-to-day procedures and that staff are updated on agency policies, QI, and contractual changes on a regular basis.


    Responsibilities:
    Upholds and models the CCSWW Mission, Insights, Key Action Steps and Principles of Leadership.

    Supervises and reviews the performance of Housing Case Managers and/or Residential Service Coordinators (RCs):
    Provides clear, consistent and thorough information about agency goals, decisions, future
    planning, training of staff, etc.
    Provides appropriate training to staff as required and assure staff compliance.
    Assures that staff meets all documentation requirements and timelines (includes
    HMIS and IRIS).
    Maintains appropriate levels of confidentiality.
    Sets Clear and Specific Expectations.
    Regularly reviews job description(s) & work assignments; provides ongoing & regular feedback to staff.
    Reviews and addresses workplace safety issues.

    Holds employees accountable for fulfilling job description duties; ensures that responsibilities & work assigned are completed with consistent high quality & achieve desired results.

    Regularly evaluates employees in a constructive, timely & affirming manner, consistent with CCSWW philosophy of employee development. Takes appropriate action when employee performance does not meet expected standards.

    Responds to crises and provides support to staff, making decisions regarding appropriate outcomes (i.e., referral to County Crisis System, 911, banned guest list, etc.).

    This includes being in the on-call leadership rotation for Marthas Place.

    Ensure fiscal solvency of programs:
    Works with Skagit Housing Director to develop management reports for ongoing fiscal monitoring.
    Review monthly revenue/expenditure reports
    Ensure that expenditures are within budgeted levels.
    Participates in procurement of funds through contact renewal and grants.


    Contract Compliance & Reporting:
    Ensure program compliance with all licensing and contract requirements.
    Ensure that program operation and documentation complies with contracts, auditing and all other applicable standards.

    Develop and conduct ongoing program-auditing processes to ensure that program standards are maintained throughout the service area and across programs.

    Responsible for collecting, compiling and dispersal of all program reports as required.
    Notify the regional HR Director of specific personnel requirements cited in the contract(s); e.g. background clearances, TB testing, licensures, etc.


    Community Engagement:
    Represents Catholic Community Services regularly at local and regional housing related meetings.
    Provide day-to-day coordination of case management system(s).
    Provide training to system partners as needed.
    Conduct coordination meetings with local and county partnering agencies, and others as needed.
    Assist the County in ensuring appropriate prioritization and matching of housing programs funded by the Continuum of Care.
    Participates in presentations as requested and whenever possible


    Program Management:
    Ensure that housing policies, procedures and other administrative duties associated with

    the h ousing programs are adhered to. The Program Manager III

    accomplishes this task by having appropriate ongoing meetings with CCS Housing staff as well as relevant community members.
    Implement and administer housing programs that will adhere to HUD, SHP, and other housing related regulations and grant outcomes. This includes reporting requirements, resident managers protocols, residential housing rules, life skills for residents, etc.
    Implement program goals and outcomes to support residents in our housing services.

    Work appropriately with the designated agency clinical staff:
    Attend clinical meetings with Housing staff.
    Implement QI process as directed.
    Coordinate purchasing requests and maintenance requests through supervisor.
    Utilize computers and software programs to input, retrieve, verify and correct information. Prepare reports and correspondence for supervisors review and distribution to funding sources.


    Program Development:
    Work with CCS NW leadership in the development of services for residents in single-site apartments in Whatcom County.
    Participate in planning committee meetings both internally and in the community.

    Direct Service Support:
    Provide, as needed, direct service support which may include, but not be limited to case management and milieu management.

    Coordinate with local housing authorities and providers to maintain and develop the program designed to increase the availability of low-cost housing.

    Coordinate with other housing specialists, share information, resources, and program development.
    Provide intervention and mediation assistance as necessary to tenants and landlords. May include tenant advocacy or mediation between landlord and tenant or between tenants.

    Other work related duties as assigned.


    Qualifications:

    MINIMUM:
    Bachelors Degree in social services or related field, PLUS 2 years program management, including the supervision of direct service staff


    OR
    3 years program management experience, inclusive of 2 years supervision of direct service staff.
    Experience with homeless families and/or individuals.
    Reliable Transportation, Current WA State Drivers License & Proof of current automobile insurance.
    Excellent verbal, written and strong interpersonal skills.
    Must be highly organized and able to make independent decisions.
    Strong facilitation, collaboration and team building skills.
    Ability to counsel others to resolve disputes and mediates conflict.
    Demonstrated ability to complete necessary documentation and instructions, following specific guidelines.
    Ability to work both independently and as a member of a team.

    PREFERRED:
    Working knowledge of Landlord/Tenant Act and familiarity with regional social service resources.
