    NATURE OF POSITION

    Perform a variety of procurement activities that involve contract and purchase order creation, requisition processes, and price dispute resolutions. Ensure compliance with Agency guidelines, purchasing policies and procedures during negotiations and contract awards process.

    Essential Duties & Responsibilities/KSA
    • Purchase goods, materials, components, or services aligned with specified cost, quality, and delivery targets.
    • Review and process purchase requisitions for completeness and accuracy; authorize payment consistent with contract terms.
    • Consult with departments regarding delivery requirements, specifications, quantity, and quality of product and recommend substitutes when necessary.
    • Prepare invitation for bid (IFB), request for proposal (RFP), request for quotation (RFQ), request for qualifications (RFQ), public works documents; ensure appropriate terms and conditions are applied to best allocate, manage, and control risk.
    • Analyze bids, quotations, and proposals for products and services; approve and recommend contracts that meet standards.
    • Monitor and administer contracts awarded; provide clarification to suppliers regarding procurement policy/procedures to resolve contract issues and questions.
    • Conduct cost-analysis on new and existing suppliers; evaluate products, services, and terms of business; review and recommend cost reduction activities.
    • Compile data relating to supplier performance; assess supplier performance ensuring compliance with contract terms; prepare and submit findings to management.
    • Contact suppliers to resolve price, quality, delivery, or invoice issues.
    • Maintain accurate information utilizing databases and reports regarding procurement activities; assist in federal and state audit activities.
    • Prepare purchase orders, maintain requisition, and purchase order files, automatic reorder, expedite deliveries, pursue outstanding orders and resolve purchasing related problems.
    • Prepare draft contracts, amendments,and addenda as directed.
    • Investigate new procurement methodologies and procedures including information technology strategies.
    • Establish supplier relationships and ensure continuity.
    • Work with and maintain confidential information.
    • Demonstrate regular and punctual attendance.

    • Understand and apply Federal, State, and local laws, codes, and regulations controlling procurement, fiscal, and contract procedures.

    • Solve and expedite ordering problems.
    • Establish and maintain effective working relationships with key stakeholders.

    • Compile, analyze, and prepare data for various reporting purposes.
    • Establish, file, and accurately maintain a variety of records.
    • Effective technical writing skills.
    • Analyze and evaluate complex problems; recommend and implement effective solutions.
    • Learn new technologies, policies, procedures, and guidelines established by professional organizations and/or governing agencies.
    • Utilize office equipment and other relevant technology (software and systems) to meet business needs.
    • Understand, follow, and communicate clearly and concisely, both orally and in writing.
    • Work as a team member and independently; effectively apply organizational and time management skills; meet deadlines and comply with Agency policies.
    • Exercise sound judgment in making decisions.
    • Focus on tasks and recall details; handle frequent interruptions.
    Qualifications

    MINIMUM QUALIFICATIONS

    Associate's Degree in Business Administration, Public Administration or related field and two-years of relevant experience; or any equivalent combination of experience and education. Must possess a valid driver's license.

    PREFERRED QUALIFICATIONS

    Bachelor's Degree in Business Administration, Public Administration or related field and three-year's experience in a government procurement position.

    Paid Holidays
    8 per year
    New Year's Day, Martin Luther King Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Day after Thanksgiving, Christmas Day.

    Paid Time Off (PTO)
    GL hours for regular, full-time, and part-time exempt employees shall accrue according to length of service at the rates indicated below: PTO hours accrue based upon the actual number of regular hours worked.

    Retirement Plan
    All Ben Franklin Transit employees are members of the Public Employees Retirement System (PERS). Ben Franklin Transit and the employee both contribute toward the plan. PERS provides regular retirement and disability retirement benefits. BFT employees also participate in the Social Security Program. Rates effective as of 10/01/

    Voluntary Retirement Savings Plans
    Ben Franklin Transit offers two voluntary retirement savings plans. The first option is through Washington State Department of Retirement Systems (DRS) and is a 457 self-funded plan. The second option is Administered by Mission Square Retirement and is also a 457 self-funded plan. You may enroll in both, one, or neither.

    Medical, Dental & Vision Insurance
    Ben Franklin Transit offers Medical, Dental and Vision Insurance. BFT currently pays 95% of insurance premiums for the employee and 80% for their dependents.

    HRA Veba
    Ben Franklin Transit provides this employer funded health reimbursement arrangement that can be used for medical expenses.

    Life Insurance
    Ben Franklin Transit currently pays the entire premium for life insurance coverage ($35,000) for basic life and ($5,000) for accidental death and dismemberment. Employees may purchase Supplemental Life Insurance for employee, spouse and/or dependents through MetLife.

    Long Term Disability
    Ben Franklin Transit offers long-term disability for employees through WA Health Care Authority Public Employees Benefits Board (PEBB) Program.

    Wellness Program
