    Job Summary

    Under general supervision, is responsible for performing administrative and supervisory work coordinating and monitoring various activities and services within a specific department.

    Working conditions are primarily inside an office environment. Exercises direct supervision over
    assigned staff.

    This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

    Work Hours
    7:45 a.m. - 4:30 p.m., Monday - Friday
    Essential Job Functions

    Formulates and carries out the technical details and phases of the general plan for the future comprehensive development of a City facility.

    Supervises and directly participates in the performance of specialized planning activities and research essential to the preparation of the general plan.

    Assigns and checks progress of activities of the division assigned.
    Determines time priority of specific projects in accordance with their necessity, desirability and the time limits set for completion.
    Reviews specific projects and general operations with other division heads of the department.
    Arranges conferences, interprets administrative policies, relays instructions, performs policy and procedural revisions, and composes correspondence.
    Represents the Director and Assistant Director at conferences and meetings.
    Confers with citizens regarding certain inquiries or complaints.
    Coordinates the preparation of reports and recommendations concerning various departmental issues.
    Monitors budgetary expenditures monthly.
    May assist department supervisors in budget preparation.
    May assist in bid specifications for purchases.
    Performs related duties and fulfills responsibilities as required.
    Job Requirements
    Bachelor's Degree from an accredited college or university.
    Five (5) years of supervisory or administrative experience.
    Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.

    Due to CJIS requirements related to system access, the following will result in being disqualified for this position:
    Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence
    Convictions.
    Preferred Qualifications

    Experience in managing large fleet of vehicles.
    Experience with Budget.
    Valid Driver's License.

    Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job.

    One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

    Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks.

    If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.
    Knowledge, Skills, and Abilities
    Knowledge of modern office methods, practices, procedures, and equipment.
    Knowledge of the principles and practices of public administration, particularly municipal government.
    Knowledge of public administrative research methods and techniques and methods of report presentation.
    Knowledge of budget preparation and maintenance techniques.
    Knowledge of supervisory practices, techniques, and procedures.
    Ability to operate a computer keyboard and other basic office equipment.
    Ability to supervise, train, and evaluate assigned staff members.
    Ability to exercise initiative, judgment, and diplomacy in all department related matters.
    Ability to formulate new techniques and strategies for more efficient operation.
    Ability to prepare and present comprehensive studies and reports.
    Ability to establish and maintain effective working relationships with employees, co-workers, management, and the public.
