    HSC is a leading provider of hyper-pure polycrystalline silicon and other silicon-based products used in the manufacture of semiconductor devices, solar cells and modules.

    HSCs polysilicon enables customers to produce high-tech electronics and solar energy, and HSCs efficient manufacturing process delivers products with an ultra-low-carbon footprint.

    HSC began operations in 1961.


    Scope of Position:
    Corning seeks a motivated and strategic practitioner to lead federal government policy development and advocacy execution for HSC.

    Federal government policy in the areas of international trade, tax policy, climate change solutions, and clean energy manufacturing plays a significant role in HSCs future as a raw material supplier to the semiconductor and solar industries.

    We are looking for a leader to engage in these debates and shape innovative solutions.


    Day to Day Responsibilities:
    Policy Analysis and Development
    o Develop and maintain an understanding of the policy and regulatory landscape.
    o Track and analyze legislative and regulatory policy developments, providing intelligence and insights.
    Advocacy Strategy Formation and Execution
    o Develop, communicate, and implement strategy for advancement of HSCs legislative and regulatory initiatives.
    o Manage government affairs consultants and contractors.
    Relationship Management

    o Develop and maintain strategic relationships with federal elected officials and their staffs and government officials and staffs in regulatory and other agencies.

    o Represent HSC in partner business and trade associations
    o Develop coalitions to support HSCs policy agenda as appropriate.

    Additional responsibilities include:


    o Assist HSC executive leadership team in preparing board communications regarding government affairs developments, including regulatory and legislative matters of interest.

    o Represent HSC at external events, meetings and conferences when needed.

    o Ensure compliance of political activities with external laws and regulations, as well as Corning and HSC Codes of Business Conduct.


    Travel Requirements:
    15%


    Required Education:
    Bachelors degree required
    Masters or JD preferred

    Required Years and Area of Experience:
    Minimum 10+ years progressive experience working in federal government affairs

    Strong written and verbal communication skills
    Strong presentation skills

    Desired Experience / Qualifications / Skills:
    Policy or advocacy experience in the semiconductor or solar industries
    Work with Departments of Commerce, Energy, Defense
    Trade advocacy
    Government funding expertise
