    Scope of Position:

    Under general supervision of the Program Manager, in the Statewide Disability Program the incumbent will serve as an expert resource and staff specialist within Personnel and Payroll Operations Bureau. Perform duties associated with the research and resolution of the most complex payroll disability related issues ensuring both documentation and transaction processing are in compliance with Federal and State laws, rules, policies, procedures and bargaining unit contract provisions.

    Duties and Responsibilities:

  • Research and resolve the most complex and sensitive disability payroll issues, evaluate automated processes and heavy workloads associated with various statewide disability programs; ensuring both documentation and transaction processing are in compliance with Federal and State laws, policies, procedures and Bargaining unit contract. Tasks typically result from one of the following categories: implementation of new program mandate by state or federal legislation or collective bargaining, redesign or enhancement to existing systems and or PC desk top applications used by the operating units, unique situations caused by system errors, erroneous transactions processed by internal unit(s) and/or our clients, or complex issues received via correspondence or telephone inquiries from state department employees. In this role, the incumbent independently identifies root causes, researches alternative solutions, provides recommendations, consults with analytical staff and coordinates implementation as necessary.
  • Audits, researches, resolves and processes payroll transactions, computer generated employment history messages and reports on Retirement, Social Security and Medicare.
  • The incumbent exercises lead responsibility for the Disability Unit by assigning, and coordinating workloads. Establishes weekly unit goals and is required to maintain a five work day standard for their respective unit(s). Develops and maintains unit training manuals, provides training. Reviews, monitors and evaluates work of less experienced Payroll/Personnel Specialists and provides input to their respective supervisor(s). Authorizes PC uploads to the mainframe computer for entry level staff (containing multiple state employee payments and adjustments).
  • Reviews Technical Letters regarding changes to personnel and payroll resulting from the collective bargaining process. Ensures appropriate personnel and payroll documentation instructions are provided prior to statewide distribution. Reviews and provides comments on revision to the Payroll Procedures Manual, Operations Guide and Personnel and Payroll Letters prior to statewide distribution. Identifies, documents and provides test data to analytical staff for system related issues.
  • Leads and assists internal task forces with time critical workloads; retroactive collective bargaining agreements, and new legislation.
  • Provides information to the supervisor on operational needs, and improvements to existing policies and procedures.

  • Knowledge of SCO's role in administering the State Payroll System.
  • Experience reviewing and analyzing complex data and preparing reports.
  • Ability to work collaboratively to identify system/program issues and propose solutions.
