    The City of Avondale has an opportunity for a Senior Revenue Analyst with the Finance and Budget Department. This is a FLSA exempt, full-time position with benefits.


    Hiring Range:
    $76, $95,674.00 Salary range is the entire compensation range for the position classification. Hiring range is an estimate of the compensation amount for the selected candidate. The actual salary offer will carefully consider a wide range of factors, including skills, qualifications, experience, education, licenses, and/or training.
    Provides highly technical, professional-level support to the Revenue Division. Acquires, analyzes, and utilizes data to generate reports, recommendations, justifications, and presentations. Conducts independent research studies and makes recommendations regarding complex projects and challenges. Assists in developing systems and procedures to lower operating costs or increase efficiencies.

    Work requires the use of initiative and independent judgment while fully participating as a key team member in all areas of the Revenue Division, with capabilities to provide full backup coverage for the Revenue Manager.

    Works with departments to identify general billing needs and assists with billing activities using the Citys financial system.

    Includes mapping revenue processes, tracking and reconciling revenues, ensuring all revenue systems have current fees set up correctly, transactions processed accurately, and ensuring all areas have appropriate revenue policies and procedures.

    Coordinates citywide fee updates.

    Manages all city transaction privilege tax (TPT) activities, including providing customer support for historic Avondale filings and TPT licensing with the Arizona Department of Revenue (ADOR); provides reports and analysis of TPT activity; identifies and investigates possible compliance issues.

    Assists with the management of the Citys bank accounts and services including improving operations, minimizing risk and cost, ensuring proper access, and monitoring banking fees.

    Assists with the Citys investments. Ensures the investment policy is followed and recommends policy updates. May approve trades recommended by the investment advisor. Monitors fees, develops reports, reconciles activity, and performs other related activities.

    Assists with managing the Citys business licensing program including providing customer support, reviewing the Citys ordinances, policies, and procedures, monitoring compliance, reporting, and reconciling payments.

    Leads and performs special projects related to the revenue and customer service divisions.
    Bachelors Degree in Public Administration, Accounting, Business Management, or a related field. Work requires a broad knowledge of finance and data analytics.

    Five (5) or more years of progressive responsibility developing and managing revenue, accounts receivable, or treasury activities, and general quantitative analysis and reconciliation processes.

    Experience with the use of Excel, PowerPoint, Access, and other computing software required. Knowledge of Enterprise Resource Planning (ERP) and financial management software is preferred.
    Work requires the ability to read various documents and memos from other departments, inter-agencies, and vendors. The ability to interpret laws, rules, policies, and procedures.
    College-level math and statistics including addition, subtraction, multiplication, division, percentages, financial formulas, statistical calculations, and projections.
    Work requires the ability to write documents (i.e., letters and policies). Prepare financial documents and other related business documents.
    May assist the revenue manager in monitoring and administering the revenue division budget.
    Work may require the supervision of one or more positions. This position may also be required to lead the revenue division in the absence of the Revenue Manager.
    Work requires considerable initiative and independent analytical and evaluating judgment. Department policies and/or procedures concerning business licenses, banking, accounts receivable, taxes, and investments are developed and/or recommended. Analyzes spreadsheets, reconciles revenue, and identifies trends and potential deficiencies.
    Managing the work of others, prioritizing, and delegating projects. Planning to meet various project objectives and deadlines.
    This position has contact within and outside the organization including municipalities, government agencies, and taxpayers.
