    Position Overview

    The Substance Use Prevention Coordinator will identify strategies for Jackson County to expend opioid settlement funds through the development of a master plan utilizing the structured process outlined in Exhibit C of the NC Memorandum of Agreement for Opioid Settlement (NC MOA) funds. Two year grant-funded position. Grade 21

    Duties and Responsibilities

    Work scheduleForty (40) hours per week, this position has the option to work four (4)-ten (10)-hour days from 7:00 am until 5:30 pm with thirty (30) minutes for lunch or five (5)- eight (8) hour days from 8:00 am until 5:00 pm with one (1) hour for lunch; based on department needs and supervisor approval. This position is considered on call for after hour emergencies, outbreaks, etc. This position is required to work nights and weekends when needed.

    Key responsibilities include:
    • Coordinate the process of creating an overall master plan regarding Jackson County's allocation of opioid settlement funds.
    • Identify and establish cooperative working partnerships with stakeholder groups identified in Exhibit C of the NC MOA.
    • Identify and strengthen coordinated substance use disorder programs among stakeholder groups during the planning process, both by introducing new initiatives and providing support to existing ones.
    • Oversee the Naloxone Distribution program:
      1. Coordinate and provide community Naloxone education.
      2. Complete monthly and quarterly reports to maintain current grant status.
      3. Track and record Naloxone distribution and overdose reversals within the community.
    • Work directly with the Jail-Based Substance Abuse Coordinator position to assist and connect jail MAT program participants with services, non-profit groups, and other stakeholders to improve outcomes.
    • Monitor the community impacts of all identified/enhanced/coordinated substance use disorder programs to ensure effective tracking of their outcomes.
    • Comply with all reporting requirements of the Dogwood Health Trust grant.
    • Seek additional grant funding to enhance new and existing substance use disorder programs.
    Other duties include:
    • Assist the Health Education Section in health education activities as needed
    • Participate in various agency related activities, such as health fairs as needed
    • Participate in Public Health Preparedness activities as directed by agency management; this employee will be expected to work as needed during public health emergencies, which may result in extended hours and long work shifts
    • Other duties as assigned by supervisor, Health Director, or Deputy Health Director
    Education and Experience

    Graduation from a four-year college or university with a major in health education; or graduation from a four-year college or university and completion of one year of on-the-job training as a public health educator. Trainee and Work Against Applications will be accepted. Must possess and maintain a valid North Carolina Driver's License

    Knowledge, Skills and Abilities
    • General knowledge of the functions of community health agencies, knowledge of the current substance use prevention efforts preferred.
    • General knowledge of methods and techniques used in preparing and disseminating educational information to the public.
    • General knowledge of the techniques involved in preparing and displaying posters, exhibits and other educational visual aids.
    • Ability to present ideas effectively both orally and in writing.
    • Ability to establish and maintain effective working relationships with departmental personnel, community organizations, and the general public.
