    Pay

    This position is an exempt position at pay grade 314.

    Attendance


    Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed.

    Overview


    The Director of Finance is responsible for all areas of financial management, including financial reporting, accounting, treasury, revenue, collections, and contracts and procurement.

    They will advise and consult with City Senior Staff to establish fiscal objectives for the City.

    Responsibilities


    • Ensures financial management and planning by preparing and reviewing financial and accounting reports, performing trend analysis and preparing policies, procedures and correspondence to communicate the City's financial position.
    • Oversees financial and accounting reporting by supervising the updating of these reports, interpreting and communicating the guidelines on accounting issues by agencies and interpreting subsidiary reports with the ability to consolidate. Is responsible for the completion of the Annual Comprehensive Financial Report.
    • Coordinates all bond issuance of all bond sales for the City of Corpus Christi.
    • Oversees the direction of the accounting division by establishing policies and guidelines for all aspects of accounting including accounts payable, accounts receivable, grants, and payroll.
    • Oversees the direction of the contracts and procurement via Assistant Director
    • Maintains the Treasury division by supervising and establishing cash management programs, interpreting legislation and regulations on public funds, monitoring financial markets and ensuring compliance with the City's investment policy.
    • Oversees the direction of the Contracts and Procurement division by establishing procedures, policies, and guidelines for the procurement of goods and services for the organization and management of contracts.
    • Oversee the monitoring and analysis of the City' electric power contract and ensures open lines of communication between the City, AEP, and the City's contracted energy provider.
    • May be asked to perform other duties as assigned
    Qualifications


    • Requires bachelor's degree from an accredited college or university with major coursework in Accounting, Finance, and Business Administration.
    • Minimum of ten (10) years of experience in government finance and accounting, including five (5) years of administrative or supervisory experience.
    • Certified Public Accountant preferred.
    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

    Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
