    The City of Lake Worth Beach invites qualified individuals to apply for the position of

    Utilities Budget Analyst .


    This is a Full-Time, Exempt position based on a 40-hour work week with a salary range of $63, $78, This position is Non-Bargaining.

    The individual in this position will work in the Utilities Building located at 1900 2nd Avenue North, Lake Worth Beach, FL

    SUMMARY:


    This is a professional position assisting in budget development together with monthly tracking and reporting in support of either the Electric or Water Utility Departments.

    Other activities undertaken by the incumbent in this role will include development, tracking, and reporting on key department performance indicators (KPIs), maintaining department and process performance metrics, performing data retrieval and analysis, analytics on special projects, assisting department leads with contract administration, analyzing requisitions and bid responses, tracking and reporting on expenditures.

    The incumbent(s) will perform variance analysis and trend analysis required for continuous improvement of department operations.

    This work requires exercising independent judgment within established policies and procedures and is performed under the supervision of the respective department's Budget Manager, and/or Electric or Water Utility Director while maintaining a collaborative working relationship with the City's Finance Department.


    ESSENTIAL DUTIES AND RESPONSIBILITIES:
    (include the following and other duties may be assigned)

    Application of business and technical knowledge to serve as the liaison between the assigned utility and finance in order to determine the correct course(s) of action to achieve desired results.

    Analyzes Utility operations from financial standpoint making recommendations on efficiencies to Utility and City management.
    Reviews data for accuracy, investigates apparent discrepancies in department data or deviations from norms.
    Analyzes expenditure data and assists in the preparation of annual budgets, financial and operations trends analysis and budget projections.
    Analyzes revenue tends, works with rate consultants and makes recommendations to management about rates and charges.

    Assists in the development of the assigned department's monthly budget reporting including elements of revenues and expenses; participates on City-wide budget preparation teams by providing data on Utility programs and documentation of budget requests.

    Assists with the purchasing process for all Utility expenditures, in accordance with City policies.
    Assists departments personnel with contract compliance and management for Utility related contracts.
    Maintains and manages project, data files, and budget data in the City computer system
    Assists with and maintains documentation of the assigned utility's capital projects and close-out for both finance and operations.

    Works closely with rate consultants in providing data in support of cost of service studies, revenue and expense tracking, and develops/updates annual forecasts based on data-based trends.

    Assists with managing the accounting for utility assets and property inventory.

    Verifies the disposal/sale of surplus vehicles and equipment are in compliance with State and City policies and properly reported to the City's Finance Department.

    Provides assistance in providing data for the annual audited financial statement and reviews drafts for accuracy of department raw data.

    Performs special projects, such as accreditation management or quality assurance; comprehensive planning; grant writing and administration; and developing and maintaining department policies and procedures.

    Performs related work as required.


    SUPERVISORY RESPONSIBILTIES:
    None anticipated, however, the incumbent may lead and/or help coordinate project teams.


    QUALIFICATIONS:

    Functional knowledge of basic accounting, budgetary methods and techniques, data retrieval analysis using MS Office products.

    Candidate must be capable of participating in courses/learning contract law basics, City, State and Federal laws governing the purchasing of commodities for the City.

    Knowledge of computer technology and use of electronic spreadsheets and word processing using MS Outlook, Word, Excel, MS Project, etc.

    Ability to analyze detailed data; prepare and present reports, and perform analysis of trends.


    EDUCATION AND/OR EXPERIENCE:
    Bachelor Degree in Accounting, Business, Economics, Mathematics, Engineering, or related field. Considerable knowledge of Microsoft Office Applications. HTE and Cognos experience desirable.
