    Position Specifications

    Incumbents in this position are responsible for analyzing, planning and implementing housing rehabilitation and construction for neighborhood revitalization. Duties include recommending proposals, preparing and compiling legal documents; negotiating contracts with developers; reviewing construction reports, coordinating on-site inspections and assisting inspectors in reviewing construction documentation; reviewing real estate documentation and preparing for loan closings; attending neighborhood meetings and presenting on City development activities; and meeting with aldermen, developers, neighborhood organizations, etc. to implement projects.

    Minimum Qualifications

    A Bachelor's degree in Business or Public Administration, Urban Planning and Design, Real Estate, Finance, Accounting, or a closely related field. OR, an equivalent combination of education, training and experience.

    Documentation of academic credentials must be submitted with the Employment Application or upon request.

    License: Must possess and maintain a valid Missouri driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. Please note type of license, number, class and expiration date on the Employment Application.

    DESIREABLE QUALIFICATIONS: Experience in real estate development or finance; developing and evaluating financial packages for urban housing and/or development programs; writing proposals and evaluating development projects/proposals to determine cost effectiveness, economic impact and feasibility; and/or reviewing and negotiating contracts.

    CITY RESIDENTS PREFERENCE POINTS: City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
