Description

The Chief Information Technology Officer is responsible for administrative and managerial work involving the operation of Information Technology Division and the application of specialized systems regarding the security and technology infrastructure of the Judicial Branch of the Virgin Islands. Work involves overall responsibility for planning, managing, directing, developing emergency procedures for handling breaches, managing internal communication, and providing estimates of budgetary requirements for technical upgrades. The incumbent assists in the establishment of the strategic plan of the Judicial Branch and the overall establishment, implementation and evaluation of its business processes and practices.

Duties and Responsibilities

  • Plans, organizes, directs, coordinates, and evaluates the activities of the Technology, Information; including making personnel management determinations to ensure that goals and objectives are met.
  • Develops short and long range strategic information technology plans and assists in the development of the strategic plan and the overall business process, vision and goals of the Department of Education.
  • Recommends projects and programs to be undertaken; defines project requirements, sets information technology priorities, allocates resources involving multiple functions and systems; continually evaluates IT assets, advises and coordinates with administrative officials and other departments and agencies on matters relating to the information technology needs.
  • Supervises the compilation, analysis, and interpretation of data affecting information technology operations, and planning and development; supervises and participates in the preparation of comprehensive reports based upon careful research and study of information technology problems.
  • Manages and supervises employees; assigns tasks and projects; reviews employees' performance; provides supervision of tasks involving maintaining proper backups, reviewing event logs, updating of virus definitions, initial troubleshooting of hardware and software, report processing, Network Administration, and software installations; determines project progress, events and projects.
  • Evaluates information technology employee training needs and facilitates training for the entire staff.
  • Evaluates effectiveness of programs within the Department of Education and offers solutions to enhance effectiveness.
  • Responsible for the overall reliability and maintenance of computer systems by ensuring technical guidelines are followed, backups are performed, and the necessary software, hardware, support and redundancy is available.
  • Develops requests for quotations and recommends and justifies the procurement of needed software, hardware, and support services.
  • Negotiates contractual agreements relating to technology development and manages projects between the department and its vendors, contractors, consultants and other agencies.
  • Develops scope of work, design, equipment requirements, and performance objectives; manages the project once started to ensure the quality of work/service, project schedules and deadlines are met, and coordinates implementation with the rest of the court.
  • Plans, controls and provides justification for the annual division budget; ensures proper expenditures and disbursements for all IT related projects and programs ensuring goals and objectives are accomplished.
  • Build and foster collaborative relationships with other departments within the organization to stay informed and abreast of new initiatives, processes, and procedures.
  • Provides direction and general technical and administrative oversight to division staff, including goals and priorities, and deadlines in accordance with planning objectives.
  • Schedules and assigns work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others.
  • Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.
  • Manages special projects and serves on committees or task forces designed to improve divisional and/or enterprise-wide economy and efficiency. Acts as liaison with various government agencies to facilitate information sharing.
  • Attends meetings and trainings as required.
  • Other duties as assigned or required.

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor's degree from an accredited college or university in computer sciences, business or public/judicial administration, or a related field and a minimum of five (5) years of experience leading, developing, and managing a staff of IT professionals with varying specialties.
  • A minimum of three (3) years successfully managing and completing multiple, large scale IT projects with high visibility and impact. Experience preferably in a court organization.
  • A combination of education and experience maybe considered.

  • Extensive knowledge of software and hardware devices relative to managing and maintaining information security.
  • Extensive knowledge of laws and policies affecting communications and information technology.
  • Extensive knowledge of recent developments in the field of information technology.
  • Extensive knowledge of managerial and supervisory principles and practices including budget preparation and administration.
  • Extensive knowledge of strategic planning and implementation.
  • Knowledge of management, public administration and court administration principles and procedures.
  • Ability to direct, supervise, and coordinate programs and activities of a division with other divisions of the court and outside agencies.
  • Ability to implement the Judicial Branch's strategic plan for information technology.
  • Ability to supervise the systematic compilation of technical and statistical information and the preparation of complex technical reports.
  • Ability to plan, organize, direct and evaluate the work of technical staff in a manner conducive to high morale and productivity.
  • Ability to communicate, both orally and in writing and to translate technical terminology in terms understandable to non-technical employees.
  • Ability to use modern office methods, techniques and equipment.
  • Skilled in operating a personal computer utilizing a variety of software, including any current Microsoft Office software programs.

  • Ability to handle sensitive matters on a confidential basis.

  • Skilled in working under pressure of deadlines, maintaining a professional demeanor during stressful situations, and establishing and maintaining cooperative working relationships with employees, officials, other agencies and the general public.
  • Must exemplify the desired Court culture and philosophies.
