    SUMMARY


    The Director of Development Operations manages the Development Division's capital and administrative budgets, tracking and monitoring spending according to agency-wide targets.

    Directs and manages all third-party contracts with providers of real estate due diligence services and oversees Development's buying plan.

    Collaborates with internal departments to assure that procurements are timely and effective; billing is correct; payments are made in a timely manner; and the department generally runs well.

    Takes part in Development leadership group to improve systems and processes.


    DUTIES AND RESPONSIBILITIES
    Take responsibility for and coordinates procurement and contracting for Development.

    Develop, plan and implement cross-divisional collaborative projects including analysis of closed development loans performance and reporting.

    Prioritize and lead refinancing of capital loans.

    Responsible for construction monitoring team that oversees both third-party and CHA self-development properties. Ensures timely reporting of construction inspection documentation and resolution of construction related issues.

    Provide support for CHA affiliates, working with other divisions to ensure operational and financial compliance.

    Responsible for cross functional projects and reporting in connection with CHA debt agreements.

    Perform transactional analysis, feasibility and justification for CHA Development Public Private Partnerships.

    Ensure integrity and compliance with all third-party funding requirements, including implementation and reporting.

    At least monthly, verify and analyze capital and operating spending versus budget targets.


    In charge of staff responsible for managing office logistics including team schedules, workstation needs, supplies, and communication regarding the same.

    Perform other duties as assigned, consistent with the goals and objectives of this position.


    QUALIFICATIONS
    Bachelor's degree in Finance, Economics or Public Administration, or similar experience required. Advanced degree preferred. 5+ years directly relevant government funding, real estate, development and revenue generation required. 3+ years of increasingly responsible management positions required. Knowledge and experience in Community Development Organizations and operations is instrumental.

    Demonstrated experience developing and executing strategic plans and programs, developing and managing budgets and producing quality deliverables within stated timeframes.

    Excellent communication skills with a persuasive ability, including strong written, verbal and presentation skills. Ability to prioritize and manage work against critical project timelines in a fast-paced environment. Ability to provide direction, solve a diverse range of issues and problems and meet real deadlines. Strategic thinker who has an eye for details, is organized, and can manage multiple programs simultaneously. Demonstrated proficiency in facilitating teams and diverse groups. Strong process improvement experience and demonstrated advance planning and problem-solving capabilities. High level analytical skills required.


    Computer proficiency required:
    Microsoft Word, Excel, PowerPoint and Outlook skills. Ability to maintain confidentiality of privileged information. Performs a variety of tasks and a wide degree of creativity and latitude is expected.

    Salary Range:
    $125,000 - $130,000
