    This position is a full-time position for the Raleigh County campus and will report directly to the Chief Financial Officer/VP of Finance.

    The position will work collaboratively with management, faculty and staff within the department and college to serve the best interests of the students.

    Job SummaryThe Director of Purchasing plans, administers, coordinates and monitors all purchasing activities for an institution as well as provides purchasing services and expert guidance to ensure all aspects of purchasing is efficient and effective.

    Nature of WorkThe Director of Purchasing is responsible for overseeing all purchasing, inventory, and surplus functions at an institution. Additional responsibilities include managing and directing the work activities of all assigned purchasing staff.

    Job responsibilities require excellent written and verbal communication skills, as well as the ability to handle multiple tasks and projects and prioritize based on departmental functionality.

    Results are defined by the institution and division strategy, mission, and vision.

    Work is performed independently by applying established standards through a broad and deep knowledge base of work acquired from several years of experience in a particular area.

    Problems faced in this position are varied, often complex, and involve multiple constituencies, often with competing priorities. Errors could easily result in substantial costs, inconveniences, and disruption of services within the affected area.

    Summary of Responsibilities:

    • Consults with legal counsel to address concerns and/or issues with contracts.
    • Maintains appropriate contract and procurement records
    • Establishes strategic direction and ongoing management of critical activities in support of key sourcing and procurement categories.
    • Develops, implements and manages training strategies directed toward internal and external clients to improve the level of customer services provided.
    • Gathers and interprets complex data and information to produce and submit reports that support recommendations and projects.
    • Evaluates available contracts to determine value to the institution and provide direction to community on usage.
    • Manages all assigned purchasing staff, including hiring, training, evaluating, disciplining, rewarding, and directing the work of all employees.
    • Develops and strengthens partnerships with suppliers while pursuig efficiencies by controlling cost and supporting continuous uninterrupted productivity.
    • Plans, develops, manages, and tracks procurement milestones as well as monitors agreements.
    • Prepares contract determinations and responses to vendor protests and inquires.
    • Interprets and utilizes contracts such as state and/or other eligible group purchasing options.
    • Researches and establishes agreements with cooperative purchasing groups.
    • Provides direction regarding meeting and exceeding departmental goals.
    • Maintains currency through selfdirected professional reading, developing, professional contact with colleagues, attends professional development courses, and attends training and/or courses.
    • Stays abreast of state and federal laws and institutional change regarding procurement.
    • Coordinates the Purchasing and Accounts Payable functions to insure prompt payment to vendors and proper procurement processes are accomplished.
    • Performs other job related duties as assigned.
    Professional Development Compliance training is to be completed routinely and timely.
    Participate in additional professional development opportunities through LinkedIn Learning and professional organization affiliations.
