- Identify and implement systems to provide critical financial and operational information.
- Ensure the department's compliance with the principles, practices and procedures of health care financial services, Federal OMB guidelines and standard business operations.
- Assume direct responsibility for responding to requests from auditors during the audit process.
- With direction from the HHS Directors, perform financial analysis to aid in senior level decision-making processes; evaluate programs for efficiency, adequate resources, and future plans.
- Prepare a variety of financial reports as needed to make strategic decisions and inform staff and appropriate committees and councils.

- Conduct special studies, assemble data, and prepare reports pertaining to budget activities.
- For the annual budgeting process for HHS funds.
- Direct the flow of HHS accounts receivable and accounts payable.
- Oversee accurate allocation of HHS deposits.
- Ensure revenue projections are being met by fund for the County's annual audit.
- Oversee the preparation of the quarterly client write-offs following established policies.
- Prepare monthly fiscal reports for the Federally Qualified Health Center (FQHC) to present to financial committee and health council.
- Prepare quarterly and annual financial reports related to HRSA.

- Extensive knowledge of Oregon Budget Law and Generally Accepted Accounting Principles (GAAP).
- Thorough knowledge of medical terminology and billing methods, Medicaid and Medicare billing regulations, and office procedures is required.
- Considerable knowledge of record keeping and reporting.
- Interpret and apply County budget processes, departmental policies, and state/federal regulations.
- Evaluate and recommend improvements in financial operations, systems, procedures, and policies.
- Learn new information quickly and adapt to changing situations.
- Advanced proficiency using electronic spreadsheet and word processing programs, and familiarity with computerized general ledger.
- Work independently, with minimal supervision and be able to make decisions based on limited rules and regulations.
- Ability to act independently in the absence of supervision and instructions.

Supervise all financial activities for Health and Human Services (HHS) funds and provide budget and general ledger maintenance oversight and other related services.

Providing senior level strategic business analytical support for HHS; supervising HHS financial staff; and assisting in defining policy and procedures for maintaining detailed and accurate accounting records in accordance with federal and state guidelines, and generally accepted accounting principles.

MINIMUM QUALIFICATIONS
Minimum Education Level
