    Position Description

    Plans, directs, and executes major RDT&E technical programs in the areas of protective clothing and Navy uniforms. Acts as Project Manager and independently determines priorities, funding needs and personnel/funding allocations. Initiates projects that will improve the protection, design, fit, serviceability, quality and wear acceptance of uniforms, protective ensembles, accessories, and equipment. Efforts consist of coordination/conduct of field and laboratory tests and evaluations to determine user acceptance, analysis of findings and preparation of reports to include recommendations for implementation and future follow-on efforts, and configuration management. Proposes personnel, funds, and time needed for completion of projects. Adapts precedents or makes significant departures from previous approaches to similar programs to accommodate specialized requirements. Provides guidance for experimental and large-scale productions. Maintains liaison with Federal agencies, commercial research organizations and professional societies to coordinate research efforts and avoid duplication. Establishes and maintains a working relationship with applicable academia, industry, and government associates. Provides expert advice and assistance to scientists and officials on a wide range of matters under his/her purview. Assists Business Development Manager in identifying new programmatic opportunities and developing proposals. Acts as the Technical Warrant Holder (TWH) for both Navy General Purpose Organizational Clothing (GPOC) and Navy Uniforms. Duties for these warrants include the assurance of identification, maintenance, coordination, and compliance of technical standards, specifications, and technical documents. The incumbent exercises program management responsibilities, facilitating, and providing overall policy direction for issues related to GPOC and uniforms as it pertains to funding, procurement, requisitioning, issuing, and disposal; works with user communities to help determine operational requirements and translates these into technical performance requirements; acts as the Subject Matter Expert on GPOC and Uniform issues and responds to appropriate military or civilian activities; reviews and evaluates new technologies to improve performance and effectiveness of GPOC and uniforms; serves as principal advisor for the Navy Protective Clothing Board, which provides a forum for joint decision-making by Type Commanders and SYSCOMS on organizational clothing issues that affect the safety and protection of sailors. In this role, the incumbent: 1) promotes an environment in which employees are empowered to participate and contribute to effective mission accomplishment; 2) plans, assigns and reviews work to be accomplished by subordinates; 3) sets and adjusts short-term priorities; 4) prepares schedules for completion of work; 5) provides direction and oversight and makes decisions on work problems; 6) approves subordinates' travel plans, work schedules and leave plans, ensuring adequate coverage at all times; 7) identifies employee developmental needs and arranges for training; 8) develops performance standards; 9) evaluates performance, recommends interim and final performance ratings, and recommends awards and bonuses for subordinates 10) recommends changes in position classification, subject to approval by higher level officials; 11) interviews candidates for positions, makes selections for vacancies and recommends appointment, promotion, or reassignment; 12) hears and resolves employee complaints, referring group grievances and more serious unresolved complaints to supervisor; 13) effects minor disciplinary actions; 14) finds and implements ways to eliminate or reduce significant barriers to production, promotes team building, and improves business practices; 15) applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free from discrimination; 16) coordinates with other group leaders regarding manpower resource needs and meets weekly as a group to discuss workload, assignments, status and technical aspects of work. The incumbent also coordinates/prepares bi-weekly reports, project plans, milestones, etc., attends management team meetings to discuss programs, and actively uses NCTRF's mission, vision and organizational values to guide efforts within the group, and focuses efforts to align with strategic plan.
