    Summary This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS)

    Act of 2022 for which NIST has a critical hiring need. This announcement will close at 11:59 p.m. Eastern Time on the date the first 150 applications are received or 04/29/2024, whichever comes first.

    Responsibilities In this role, you will:
    Manage activities surrounding complex Other Transaction Agreement (OTA) awards and loans. Draft procedures for use in the development, planning, and implementation of new OTA awards, and/or financial assistance awards. Develop policy initiatives in response to critical problems or as needed by changing circumstances. Identify inefficiencies arising from ongoing operations, develop background data, and propose solutions. Draft guidelines, procedures, and internal controls for consideration. Review proposed DOC/NIST policies, determine their impact on OTA, contracts, and/or grants/financial assistance award management operations, and recommend responses.

    Requirements Conditions of Employment Qualifications Applicants must have one year of specialized experience equivalent to at least the GS-11 level (ZA-II at NIST) in the federal service.

    Specialized experience is defined as experience with Federal grant or loan programs; OR experience serving and/or possessing authority to sign and approve Federal grants and/or loans.

    Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application. The qualification requirements in this vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook.
