    Under supervision of the MCH Bureau Director, directs and manages the Division of Children of Youth with Special Health Care Needs (CYSHCN).

    Directly supervises program managerial staff. On a statewide basis, assesses, plans, coordinates, implements, and evaluates policies and procedures of the CYSHCN Program.


    Candidates must possess the following characteristics: Thorough knowledge of and ability to interpret local, state, and federal laws, rules and regulations pertaining to the CYSHCN program.

    Knowledge of the public health principles, practices, theories, and techniques. Exceptional written, oral, computer, interpersonal skills. Ability to effectively interface with diverse audiences (both internal and external to the agency). Experience in data collection and analysis, project planning, project management, and implementation.


    Duties to Include:


    Leadership- Develops, executes and evaluates CYSHCN Strategic plan in collaboration with internal and external partners, that aligns with federal and state measures, and the agency's strategic plan.

    Serves as the Title V CYSHCN Director with connections at the state and national levels; maintains expert knowledge of best practices for the population and works with other CYSHCN state and nonprofit agencies to strengthen partnerships and maximize services for CYSHCN.

    Relies on collaborative and supervisory relationships to empower all CYSHCN staff and associated employees to meet CYSHCN needs through MCH and Public Health competencies and skills.

    Active participant in the HPS and MCH Bureau management team meetings.


    Budgets and Contracts- With consultation from F&O, oversees the financial planning, implementation, monitoring, and reporting of budget, expenditures, and contracts.

    Meets with fiscal analyst on a quarterly basis to review budget and future budget planning. Ensures contractual and fiscal compliance with federal and state regulations and policies. Ensures contracts are executed to provide services with community providers.

    Management- Responsible for overall management of the Division including collaboration with region staff and partners. Responsible for staff personnel including recruitment and identifying staffing needs. Works to integrate QI into Division programs and integrate QI as part of the program. Meets with staff on a regular basis to ensure collaboration and communication within CYSHCN. Identities opportunities for professional development for him/herself and staff.

    Communicates and coordinates common efforts with other SCDHEC Programs, other state agencies, advocacy groups, other state CYSHCN programs, and families.

    Utilizes team building, negotiation, and conflict resolution skills to build internal teams and community partnerships.

    Addresses personnel issues in a timely manner and completes Employee Performance and Management System plan (EPMS) in accordance with agency guidelines.


    Professional Practice- Fosters the development of Medical Homes and monitors changes in health care system that may impact CYSHCN at regional and national levels.

    Ensures region staff has access to the information they need to serve the population at an optimal level.


    If a registered nurse:

    Employs the nursing process and knowledge of the principles of nursing practice, theories and techniques in planning, organizing and provision of consultation to nursing staff.

    Maintains professional licensed accountability by upholding the Nursing Code of Ethics, maintaining South Carolina licensure, providing client services and consultation in accordance with agency standing orders and policies governing practice and obtaining all program and applicable nursing education including BLS certification.


    Participates in Preparedness/ Response and other activities to include participation in appropriate training, exercises and drills to include shelter, POD, expanded EPI team activities and SMNS triage emergency operations.

    Minimum and Additional Requirements

    State Minimum Requirements:
    A bachelor's degree and relevant program management experience.

    Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

    Agency Additional Requirements:
    Valid Driver's License required. Moderate travel, overnight, in state and out of state as necessary for this role. Successful completion of the Defensive Driving Course is required for use of a state vehicle. If a registered nurse, CPR certification within the first six months (and maintained afterwards) is required. Some work hours outside of normal work schedule is required during time of inclement weather or emergency. Must maintain and complete agency required HIPPA and Confidentiality training.

    Preferred Qualifications


    Master's degree with a minimum of five (5) years CYSHCN program experience plus at least 5 years supervisory experience or a Bachelor's degree with a minimum of seven (7) years CYSHCN experience plus at least five (5) years supervisory experience.

    DRIVING RECORD:

    If this position requires the applicant to possess a valid driver's license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.

    This position is part of the South Carolina Department of Health and Environmental Control's Children of Youth with Special Health Care Needs (CYSHCN)/Bureau of Maternal and Child Health.

    The work performed supports DHEC's mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment.

    Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
