    Description

    MINIMUM QUALIFICATIONS REQUIRED:

    High School Diploma or GED Certificate.

    Bachelor's Degree or Certification in Construction Management, Engineering, or Relevant Field.

    2 years of water/ wastewater utility experience involving, construction management, project planning, project management, permitting, design, estimating & scheduling.

    Project Management Certification preferred.

    2 years in a supervisory capacity.

    Valid Driver's License (subject to motor vehicle review).

    JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:

    Improves staff effectiveness by counseling, training and recommending corrective action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.

    Knowledge of applicable federal, state, county, and local laws, regulations, and requirements preferred.

    Oversees the supervision of personnel, as maybe assign, which includes work allocation, time approval, hiring, training, orientation, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.

    Develop measurable performance expectations for assigned staff according to department goals and objectives.

    Analyzes and resolves work problems. Initiates or suggests plans to motivate workers to achieve work goals.

    Assigns staff daily duties and evaluates performance of workers. Follows up on status and projects of jobs.

    Achieves financial objectives by preparing and administering project budget; presenting and justifying budget recommendations to appropriate personnel.

    Establishes, implements and communicates goals, objectives, policies and procedures in accordance with strategic plan and applicable laws, regulations, ordinances and regulatory agencies.

    Hosts regular meetings to ensure communication between personnel and program related activities.

    Coordinates water & wastewater construction activities with Owner, company, and key stake holders with objective of delivering services safely, reliably, effectively, and efficiently.

    Approaches all assignments and duties proactively with safety-first obligation.

    Directly tracks and manages all phases of water & wastewater construction, including preliminary review, customer intake, PS&E, customer commitment, right-of-way, pre-construction, construction, post-construction, activation, and closeout.

    Communicates effectively with customers, staff, supervisors, elected officials, and community members, including expectations, objectives, safety, conflict resolution, scheduling, reporting, emergency response, budgeting, project status, and escalation.

    Meets timelines, budget, and objectives required of project and company.

    Tracks and reports performance. Establishes benchmarks, measures key performance indicators, and improves operations towards industry standards.

    Develops quarterly and annual construction schedule. Forecasts materials, equipment, and labor needs.

    Establishes expertise in construction methods, design methods, survey methods, project management methods, rights-of-way, and company policy, standards, and specifications.

    May create request for proposal, reviews and oversees selection.

    Prepares risk assessments and mitigation planning.

    Oversees and manages vendors.

    Keeps leadership and other departments informed of status of program activities by attending meetings and submitting reports.

    Oversees special reports in response to internal and external requests in order to provide accessible data for reliable analysis, management review, research purposes and/or reporting requirements.

    Maintains professional and technical knowledge by: conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.

    Performs other duties as assigned.
